Job Description

Senior Project Manager (Digital Change) - fixed term until 01/08/2028
Waverley Court

Salary: £56,392 - £67,457
Hours: 36 per week

We are seeking a Senior Project Manager (Grade 9) to act as a strategic bridge between council services and technical delivery, helping drive the "pre-technical" phase of our digital evolution. You will help services uncover operational inefficiencies, maximise existing corporate technology, and shape a prioritised pipeline of digitally ready projects aligned with Scottish Government standards.

Key Responsibilities
  • Lead Pre-Technical Scoping: Guide services through the "pre-technical" discovery phase, helping teams translate operational pain points into structured, actionable digital roadmaps.
  • Optimise Existing Technology: Identify opportunities to exploit existing corporate systems to drive low-cost, high-impact automation before requesting new technical builds.
  • Process Re-engineering: Apply Lean methodologies to map "as-is" inefficiencies, strip out waste, and design streamlined "to-be" operational models.
  • Pipeline Management: Build and manage a prioritised, "digitally ready" transformation pipeline that directly aligns with the Council's business plan and Medium-Term Financial Strategy.
  • Drive Cultural Change: Foster a digital-first mindset across council services through continuous engagement, user co-design, and compelling impact storytelling.
  • Cross-Functional Collaboration: Partner closely with the expanded Digital Delivery Team to ensure seamless handovers from the scoping phase to technical delivery.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
