The Deputy Cost Control Manager (& Finance Interface) position is responsible for:

Deputy Cost Control Manager activities:
- Support the Cost Control Manager in all activities, in particular the coordination of cost controllers, the coordination in preparing budgets, reports, presentations, analyses, and act as Cost Control Manager when required as per delegation.
- Focus on the activities categorized below including being responsible for:
- The management of the Owners Costs
- The interface between cost control and finance departments

Owners Lead Cost Activities
- Coordinate a team of owners cost controllers to implement effective cost controls for departmental functions and other owners' costs.
- Overall responsibility for Life Of Project (LOP) owners cost stewardship performed by cost controllers including budgeting, forecasting, change management, cost reporting, commitment tracking, invoice verification and cash flow projections.
- Consolidation of monthly owners cost reports.
- Focal point for the preparation of owners cost annual budgets and budget updates.
- Support to scope owners and budget holders in promoting and tracking the identification of potential cost threats and opportunities.
- Support as required the cost control of the Project Management Teamwork Force Plan (WFP) and personnel cost forecasting.
- Assist in the communication of project cost status to Partners and any other external stakeholders.
- Promote a project wide cost awareness culture focused on early identification of cost deviations versus control budgets.
- Provide ad-hoc cost control support and advice to project team members and project management.
- Gather cost information to support Project Close-Out Reports and internal/external benchmarking.
- Consolidate cost control lessons learnt and provide feedback to other project departments and entities.
- Ensure strict confidentiality of all the Budget and Cost documentation.

Finance Interface Activities
- Focal point within the cost control function for interface with the Finance Department.
- Responsibilities include but are not limited to performing verification of monthly closure accruals, cash call preparation, audit requirements, reconciliation of intracompany invoicing and other finance related activities.
- Co-ordinate weekly meetings with the finance team to ensure effective communication and alignment of key interface topics including the recording and tracking of action items.
- Ensure all project costs are recorded in accordance with cost recoverability requirements.
- Responsible for the alignment with finance for the establishment of SAP cost control structure including Work Breakdown Structure (WBS) creation, cost centers, cost allocation keys and alignment on finance Delegation of Authority (DoA) levels.
- Support the cost team in finance related topics such as VAT, Withholding Tax, inventory accounting and other specialist topics.
- Supervision of invoice technical verification personnel.
- Key interface position between cost and finance departments.
- Represent the cost team for all accounting related matters with the finance department and SAP implementation team.
- Lead the cost control efforts during all internal and external audit requirements.

General Requirements
- Ensure corporate guidelines and processes are implemented and followed within the project.
- Responsible for personal safety including compliance.
- Act as Cost Manager when required by DoA.
- Know, respect and ensure compliance with the Company's Code of Conduct.

QUALIFICATIONS & EXPERIENCE REQUIRED

- Qualification level required for the position: Bachelor's degree or equivalent level.

Technical skills required for the position:
- Major Oil & Gas projects development knowledge and experience, with Partner and Government reporting interfaces.
- Strong understanding of financial accounting in Joint Venture Oil & Gas Projects combined with advanced SAP user skills.
- Highly experienced with cost engineering principles and methods including budgeting and forecasting, change management, management systems and procedures, Cost and Work Breakdown Structures.
- Excellent commitment to performing timely deliverables and meeting challenging deadlines.

Behavioral competencies required for the position:
- Strong leadership skills with adaptability to meet the demands of a dynamic project environment.
- Promotes team spirit with ability to work with various stakeholders (JV Partners, international teams, affiliates, HQ, etc.).
- Advanced communication and presentation skills.

Language skills required for the position:
- Fluent English required.
- French and Portuguese language skills will assist performance.

Certification required for the position:
- Not specified.

Specific knowledge required for the position:
- SAP, Excel, Microsoft Office Suite.

Level of experience required for the position:
- Preferably 10+ years of experience in major oil and gas finance / cost control.
