## Job Purpose

We are seeking a highly analytical and strategic Head of Handover & Completion (SCDB) for a 36-month contract to lead and govern the end-to-end Data & Reporting function. This critical role is responsible for establishing a robust digital ecosystem that enables accurate, real-time, and insight-driven decision-making across the project lifecycle. You will champion data strategy, governance, analytics, and digital applications, ensuring the seamless integration of SCDB, Data Lakes, and enterprise reporting platforms (Power BI, Power Apps).

## Key Accountabilities

• Data & Reporting Strategy: Define and lead the Data & Reporting Strategy for Handover & Completion, establishing strict data governance frameworks and quality controls across all systems.

• Executive Analytics & Dashboards: Oversee the development and delivery of enterprise Power BI dashboards, project KPIs, and executive reporting packs for senior leadership.

• System Integration: Lead the seamless integration of SCDB (Systems Completion Database), Data Lakes, cloud architectures, and enterprise platforms to ensure data accessibility and a single source of truth.

• Digital Workflow Automation: Direct the design, deployment, and optimization of digital applications (Power Apps and low-code/automation tools) to enhance day-to-day workflow efficiency.

• Contractor Standardization: Drive data standardization across all EPC Contractors, ensuring absolute consistency in reporting formats and handover deliverables.

• Accountability & Compliance: Act as the single point of accountability for all Handover & Completion reporting deliverables, ensuring rigid compliance with corporate policies, cybersecurity, and data frameworks.

• Team Leadership: Build, mentor, and develop a high-performing data and reporting team of direct reports, including capability development and succession planning.

• Corporate & Safety Standards: Ensure all operations strictly comply with corporate Safety, Health, Environment, Quality (HSEQ), and Firewall compliance policies.

• Massive Scale: Direct oversight of a mega-project data environment containing over 5 million records spread across multiple complex platforms.

• High-Pressure Delivery: Delivering executive-ready reporting, risk-management analytics, and dashboards under exceptionally tight project timelines.

• Digital Transformation: Driving automation and AI-driven opportunities across traditional, manual workflows while maintaining standardization across disparate contractor systems.

## Role Requirements & Person Specification

Qualifications

• Bachelor’s Degree in Engineering or Applied Sciences from a recognized university.

Knowledge and Experience

• Ten (10) years of experience across engineering, procurement, construction, and large-scale commissioning phases within the Oil & Gas Industry.

• Minimum of two (2) years in a formal supervisory capacity, acting role, or in an oversight function managing service/vendor personnel.

• Proven background with Oil & Gas operating companies, major contractors, or specialized service companies.

• Solid understanding of project execution, systems completion, pre-commissioning, and commissioning workflows.

Technical & Digital Expertise

• Systems Expertise: Strong hands-on experience with SCDB / Hexagon Smart Completions (or equivalent enterprise systems completion tools).

• Analytics & BI: Advanced enterprise expertise in Power BI (dashboard development, governance, deployment), data modeling, ETL processes, and large-scale data warehousing.

• Database Management: Proficiency in SQL and large-scale database infrastructure.

• Cloud & Low-Code: Strong experience working with Data Lake architectures, API-based integrations, and Power Apps / low-code automation tools.
