Job summary

We are seeking an exceptional, forward-thinking strategic commissioning lead for Urgent Emergency Care (UEC) to join our senior team as Assistant Director of Integrated Commissioning - UEC. This is a pivotal system-wide role leading the transformation of commissioning across Urgent Emergency Care across the Leicestershire, Northamptonshire and Rutland (LNR) Cluster.

You will play a key leadership role in delivering the UEC Commissioning Strategy for Acute Based Pathways, driving innovation, recovery and long-term improvement in population health outcomes. Working collaboratively with partners across health, care and regional bodies, you will ensure high-quality, person-centred services that meet the needs of our communities.

Main duties of the job

As a senior commissioning leader, you will:
  • Act as Lead Commissioner for UEC related contracts, ensuring effective oversight of delivery, performance, and transformation of local health and care services
  • Lead and be accountable for demand and capacity planning process for Urgent and Emergency Care
  • Oversee the strategic transformation of UEC Pathways across LNR
  • Work closely with system partners stakeholders to deliver integrated, population health-driven outcomes across the ICB Cluster
  • Drive the development and implementation of new models of care in relation to UEC

  • Drive implementation and delivery of the NHS Strategic Commissioning Framework and LNR Operating Model.Lead the delivery of the UEC Commissioning Strategy for Acute Based Pathways working with Partners, Stakeholders, providers and partner organisations to ensure alignment with the broader system objectives.Identify examples of local, national and international best practice to inform best practice and the Clusters strategic vision that improves outcomes and care. To constantly horizon-scan for new and innovative practices to adopt across the Cluster to ensure we are at the forefront of best practiceLead Commissioning solutions which enable outstanding patient outcomes in all sectors to meet the ambitions of local and national standards delivery and in-line with governance processes and budgetary responsibilities.Policy Implementation Translate national policy and guidance into local commissioning frameworks in line with the Clusters Strategic commissioning ambitionsBe accountable for ensuring all partners work to an agreed set of policies, processes and will co-ordinate the development of system wide improvement plans in-line with strategic commissioning ambitions
  • Lead and be accountable for demand and capacity planning process for Urgent and Emergency Care; ensuring it is fully understood and systemwide dashboards are continually developed to support the delivery of countywide key performance indicators (KPIs) and content required for Better Care Fund submissions at place and the annual Operating Plan
  • Oversee the transformation of UEC Pathways across LNR, Providing expert advice and support, using evidence based approaches to improve patient outcomes, reduce health inequalities and promote integrated care
  • Deputise for the Director on operational matters when required to do so.
  • To provide expert support for all work programmes affecting urgent and emergency care pathways alongside other senior colleagues
  • Work with Population Health Management leads to ensure support targeting of resources to address health inequalities
  • To develop and implement approaches which embed integrated partner working including Alliance or Collaborative based specifications, contracts, MOUs etc.
  • Co-ordinate the completion and monitoring of system wide plans including Winter Plans
  • To support the ongoing management and development of system dashboards
  • To monitor the system position against agreed system key performance indicators, identifying and agreeing plans with system partners to improve performance where needed.
  • Report on performance against forecast plan ensuring Boards and Committees have accurate trend and delivery data to inform future system planning
  • Identify and mitigate strategic risks impacting urgent and emergency care, ensuring resilient service provision during periods of pressure/crisis.
  • Participate in the senior manager on call rota.
