This role will drive to achieve the long-term business objectives in line with the Company's Vision and Strategies to achieve a safe and sustainable operation with a focus on prudent financial management that will provide maximum return on the Partners' investments.
Essential Functions
- COMPANY'S STRATEGIES AND INITIATIVE
Develop the Company's strategies and initiative, to achieve the Company's long term objectives of maximizing return on investments and growth of the business. Drive company performance; assess future growth potential and investment opportunities.
- HEALTH, SAFETY, SECURITY & ENVIRONMENT MANAGEMENT
Steer SPOC to achieve world class Health, Safety, Security and Environment Management level.
Ensure all SPOC Health, Safety, Security and Environment policies, manual and guidelines are adhered and implemented at all levels within the organization
Ensure proper programs and policies are in place to safeguard the health, welfare and safety of all employees at all times.
Drive the Environmental Impact Assessment before embarking on any development project in the Exploration Blocks with the objective of protecting the environment.
- OPERATIONAL PERFORMANCE & EXPLORATION MANAGEMENT
Drive and steer operational performance of individual division‘s supports and enhances the achievement of operational objectives by monitoring performance against operational targets. Ensure only fit-for-purpose technologies are utilized for Petroleum Operations. Review and endorse annual operating and capital budgets, organization structures and employee relations programs for Partners and Board approvals.
Ensure that the respective Petroleum Operations in SPOC are conducted in a thorough and timely manner in accordance with the instructions of the SPOC Operating Committee and within the established limits of the Work Program and Budget.
Ensure that the seismic acquisition, processing and interpretation operations are always conducted in a thorough technical and professional manner and within the technical parameters set forth in the Work Program and Budget.
Ensure that the exploration prospect inventory is submitted in a timely manner for consideration by the SPOC Operating Committee, as well as the technical subcommittees.
Ensure that all drilling, appraisal, development and production operations are conducted in a thorough technical and professional manner and within the parameters set forth in the Work Program.
Steer SPOC to achieve world class Asset Integrity and Process Safety Management level for its facilities.
- FINANCIAL MANAGEMENT & PERFORMANCE
Drive and steer short, medium and long-term financial performance of SPOC by establishing financial targets and monitoring performance for the overall business. Establish targets for working capital needs to minimize financial risk and exposure to the Company by ensuring that cash reserves are maintained at appropriate levels.
Drive the proposed Work Program and Budget and ensure proper and timely presentation to the Operating Committee for approval in accordance with the Joint Operating Agreement (JOA)
Ensure that cash calls and billing statements are submitted in a proper and timely manner and that the corresponding funds are timely received.
Ensure that all cash calls made by SPOC pursuant to the JOA are accompanied by adequate information as to expenditure to be met, thereby including appropriate reference to the Budget and AFE.
Authorize over-expenditures in conformity with the provisions of the JOA.
Approve insurance programs in respect of the Petroleum Operations in conformity with the requirements of the JOA and to advise the SPOC Operating Committee on any additional insurance requirements.
Lead the preparation and issuance for the SPOC Operating Committee‘s approval, the required AFE in conformity with the JOA.
- GOVERNANCE AND INTERNAL CONTROL
Drive policy review and control by carrying out periodic reviews and update policies, procedures and systems to ensure effective management control of SPOC's business activities by initiating and coordinating Management, HR and Tender Committees within the Company. Develop a Management Information System to improve information flow takes place internally within the Company and upwards among Board members and other partner representatives. Drive and steer periodic reviews of security policies and plans that would ensure Company's head office, information systems, transported materials and those held in transit storage areas and at all Exploration and Production facilities in the field are well protected.
Ensure that all procurement is conducted in conformity with the requirements of the JOA and Exploration 6 Production Sharing Agreement (EPSA), and that in each such case, such procurement is conducted in the best interest of the Parties and their Co-Ventures or in truly competitive manner.
Arrange for the issue of invitations to bid for contracts, analyze tenders and select successful bidders in conformity with the EPSA and JOA.
Award all contracts following the approval of the AFE by the Operating Committee and all contracts which under the terms of the JOA may not require the respective AFE approvals as well as to approve the form of all books and registers of the JOC.
Ensure that all reports required by law, the EPSA/TA or JOA are prepared and submitted in accordance with the procedures.
Drive the submission from time to time for review and approval by the Board of Directors, policies and procedure manuals for the company. Such policies and procedure manuals shall include, without limitation, procurement procedures and limits of authorities.
Ensure that SPOC‘s activities are generally in conformity with applicable laws, the EPSA, regulatory procedures and policies and any other applicable agreements.
- CORPORATE SOCIAL RESPONSIBILITY
Undertake activities that reflect SPOC's responsibilities to the people of South Sudan in terms of providing funds and social contributions. Carry out all Petroleum Operations without affecting the existing environmental conditions. Conduct an Environmental Impact Assessment before embarking on any development project in the Exploration Blocks with the objective of protecting the environment. Ensure proper programs and policies are in place to safeguard the health, welfare and safety of all employees at all time. Ensure all planned Community Development activities are carried out at all strategic locations in the most effective manner to meet the objective of contributing to the well-being of the local people.
- COST & MANPOWER OPTIMIZATION
Drive and steer cost effective organization structure that would allow for efficient management of Petroleum Operations in all the One Block. Lay out immediate and long term plans for manpower recruitment, training and development of staff within the Organization to enhance the competencies of National and Nilepet secondees to meet the South -Sudanisation requirement as per the EPSA. Design a practical and realistic "Operating Vision, Mission and Values" that would drive business performance. Develop a common agenda that will drive "Working Culture"
- TRAINING AND DEVELOPMENT
Steer the training and development of employees to achieve world-class Oil 6 Gas professional level. Approve training programs for employees and personnel in conformity with EPSA.
- STAKEHOLDERS MANAGEMENT (RAPPORT MANAGEMENT)
Drive and steer good relationships with Partners (PETRONAS, OVL and NILEPET) and Government (Republic of South Sudan and Republic of Sudan) by participating in functions, forums and workshops to ensure good rapport are established and maintained at all time. Promote good corporate image to Partners and Government by ensuring all business activities are carried out in a professional manner through implementation of Total Quality Management Systems.
Undertake activities that reflect responsibilities to the people of South Sudan in terms of providing funds and social contributions.
Qualifications/Experience Required
- Bachelor's degree in chemical engineering, mechanical engineering, petroleum engineering or equivalent.
- More than 25 years of experience within the Oil/Gas producing industry with a minimum of 5 years at Top Management level.
