What's the role
The Regulatory Affairs Manager's primary responsibilities are to support Shell Energy Brasil - SEB's power and gas trading and origination businesses growth through external advocacy for competitive markets, communicating regulation changes, impacts to commercial teams, offering insights and advice to facilitate commercial transactions within existing regulations and supporting commercial compliance obligations:
- Plan and coordinate SEB' regulatory initiatives in power markets, providing support, information and advice that are aligned with commercial priorities among trading and origination.
- Monitor state and federal developments on legislation and regulation related to power that may affect SEB's business opportunity space, offering adequate advice.
- Complement SEB's commercial strategies, advocating positions in proceedings at the relevant government agencies, i.e., MME, ANEEL, EPE, ONS, CCEE.
- Serve as the Regulatory Affairs technical and commercial advisor for SEB in new business development opportunities, assessing commercial impacts and opportunities. Work fully aligned with the trading desk, origination business partners supporting commercial deals and opportunities accretive for the book.
- Support Shell's advocacy efforts and build consensus in trade associations such as ABRACEEL, ABRAGET, ABSOLAR and IBP.
- Ensure Shell maintains its license to operate by maintaining the culture of compliance related to relevant regulations.
- Support SEB's power growth initiatives in the wider southern cone, including but not limited to advising on cross border transactions with Argentina, Chile, Uruguay, and Bolivia.
- Support the Commercial and Structure/Fundamental groups to clearly scope and define the opportunities, provide risk management and value creation through regulatory intelligence.
- Anticipate regulatory moves by keeping a legitime and sustainable government network.
What you bring
- Must have legal authorization to work in Brazil on a full-time basis for anyone other than the current employer
- Bachelor's degree required (Business or equivalent preferred)
- Minimum of 10 years industry experience
- Must have deep technical understanding of the power market regulation in Brazil.
- Must have deep understanding about price formation in the Brazilian power market and how different regulatory discussion can change/impact the price formation and trading moves
- Demonstrating knowledge of the natural gas market (including domestic gas, LNG and RNG) and understanding the interdependencies between gas and power markets to provide holistic advice and advocacy would be considered a plus.
- Ability to build and foster relationships across various internal and external stakeholders.
- Technical and/or commercial understanding of retail and wholesale gas, power and carbon products
- Strong reading comprehension, writing abilities and presentation skills
