Job Purpose

Lead and strengthen the Compliance and Vendor Management functions for the KBR-IFMS Project in Basra. Ensure adherence to legal, regulatory, and internal policy requirements while establishing robust vendor governance, risk management, and ethical sourcing practices. Align compliance and vendor activities with project objectives, safety standards, and quality expectations to safeguard project integrity and performance.

Key Responsibilities
  • Develop and implement the integrated Compliance and Vendor Management strategy for the project, ensuring alignment with budget, schedule, and scope.
  • Lead and mentor teams across Compliance, Vendor Management, Material Management, Logistics, Supply Chain, Contracts Management, and Facility Management as appropriate.
  • Establish and maintain a robust vendor governance framework: supplier qualification, onboarding, performance monitoring, risk assessment, due diligence, and escalation processes.
  • Oversee anti-corruption, ethics, export controls, sanctions screening, and HSE compliance across all procurement and vendor activities.
  • Develop and manage supplier risk registers, conduct risk reviews, and implement mitigation plans.
  • Lead contract management activities related to vendors, including terms, compliance clauses, change management, and claims mitigation where applicable.
  • Ensure accurate master data for vendors, contracts, and materials; maintain audit trails and documentation for compliance reviews and audits.
  • Collaborate with Project Controls, Engineering, and Operations to ensure vendor milestones and material flows support project schedules.
  • Monitor KPIs for compliance and vendor performance; drive continuous improvement initiatives and corrective actions.
  • Manage supplier diversity, ethics training, and alignment with company policies and local regulations.
  • Prepare and present regular compliance and vendor management status reports to project leadership and stakeholders.
  • Promote a culture of safety, quality, and regulatory compliance across all procurement and vendor activities.

Qualifications
  • Bachelor's degree in a relevant field (e.g., Supply Chain Management, Procurement, Engineering, Business Administration, Law).
  • Minimum 15 years of experience leading teams across Material Management, Logistics, Compliance, Vendor Management, Supply Chain, Contracts Management, and Procurement for Facility Management or related sectors.
  • Proven track record in large-scale project compliance and vendor management, preferably in oil & gas, industrial, or defense environments (onshore/offshore experience a plus).
  • Strong understanding of international and local procurement, regulatory requirements, contract law, and ethics/compliance frameworks.

Technical Skills
  • Compliance program design and implementation (ethics, anti-corruption, HSE, export controls)
  • Vendor risk management, due diligence, and governance
  • Contract management, including terms, performance, changes, and claims
  • Supplier onboarding, qualification, performance measurement, and relationship management
  • End-to-end procurement interfaces with Material Management, Logistics, and Facilities
  • Data analytics, KPIs, and performance reporting
  • ERP/Procurement/Vendor systems proficiency (e.g., SAP, Ariba, Oracle, or equivalents)
  • Change management, issue resolution, and root-cause analysis
  • Strong negotiation, communication, and leadership skills
  • Familiarity with Basra/Iraq local market dynamics and regulatory environment is advantageous
