Overall responsibilities
We are seeking a detail-oriented and proactive Supply Chain Project Specialist to coordinate complex Global Equipment Procurement & Deployment (Specialized Equipment). This contains Procurement non-catalog procurement projects involving the sourcing, shipping, delivery, installation, and commissioning of specialized equipment across multiple countries. This role plays a critical function in managing supplier performance, aligning internal and external stakeholders, and ensuring infrastructure readiness in collaboration with Ministries of Health and the Global Fund.

We are seeking a detail-oriented and proactive Supply Chain Project Specialist to coordinate complex Global Equipment Procurement & Deployment (Specialized Equipment). This contains Procurement non-catalog procurement projects involving the sourcing, shipping, delivery, installation, and commissioning of specialized equipment across multiple countries. This role plays a critical function in managing supplier performance, aligning internal and external stakeholders, and ensuring infrastructure readiness in collaboration with Ministries of Health and the Global Fund.
Specific responsibilities
Stakeholder & Supplier Relationship Management
- Act as the primary liaison between PFSCM, the Global Fund, Ministries of Health, in-country partners, and equipment suppliers.
- Coordinate suppliers responsible for delivery, installation, and commissioning, ensuring compliance with contractual, technical, safety, and quality requirements.
- Maintain structured stakeholder communication, proactively managing risks, dependencies, and expectations.
- Escalate issues and delays to the Procurement Projects Manager with clear mitigation recommendations
Site Readiness Monitoring & Stakeholder Coordination
- Monitor site readiness activities led by Ministries of Health and their contractors to ensure alignment with equipment specifications and installation timelines.
- Review progress of civil works, utilities, access, safety, and environmental readiness required for installation and commissioning.
- Participate in joint site assessments, identify gaps or risks, and support corrective actions.
- Ensure (in collaboration with responsible stakeholders) required permits, approvals, and safety standards are in place prior to delivery in countries.
Cross-Functional Supply Chain Collaboration
- Collaborate with Client Services and Logistics Specialists assigned by country to ensure effective, agile, and responsive procurement and delivery.
- Work closely with Product Technical and Sourcing & Supplier Contracts Units to ensure procurement strategies meet project requirements.
- Maintain clear lines of communication across internal teams to drive performance and issue resolution.
Procurement Execution & RFX Management
- Support and/or lead RFX activities for project-specific catalog and non-catalog procurement
Collaborate closely with Sourcing, Product Technical, Logistics, and Client Services teams to Monitoring, Reporting & Portfolio Management - Ensure all procurement and delivery activities comply with PFSCM policies, SOPs, and Quality Management System requirements.
Monitoring, Reporting & Project Governance
- Provide regular project status updates covering milestones, risks, and deliverables to internal and external stakeholders.
- Coordinate and lead regular project meetings; prepare agendas, document decisions, and track action items.
- Maintain clear and auditable project documentation, issue logs, and communication records.
Represent PFSCM in cross-functional coordination meetings and stakeholder alignment forums
Knowledge Sharing & Compliance
- Support onboarding and knowledge transfer for project team members.
- Promote consistent application of project management practices across PFSCM units.
- Ensure adherence to donor, contractual, and organizational compliance requirements.
Qualifications
Professional and Technical Knowledge
- A Bachelor's degree in Supply Chain Management or a relevant field (e.g., Logistics, Engineering, International Development).
- Project Management Certification (e.g., PMP, PRINCE2, or equivalent) is a plus.
- Strong understanding of equipment procurement, international logistics, site work activities, installation, and commissioning, especially in low-resource or developing country contexts.
- Proven ability to manage multi-country supply chain projects with multiple stakeholder groups, including government, donors, and suppliers.
- Familiarity with donor-funded procurement environments and quality management systems
Experience Requirements:
- Minimum 10 years of experience in supply chain or project coordination roles with a strong focus on equipment deployment, including procurement, international logistics, site preparation, installation, and commissioning.
- Direct involvement in donor-funded projects over the past decade, with a majority delivered in low-resource settings, preferably for global health or infrastructure programs.
- Demonstrated experience managing complex cross-border logistics and technical deployments across multiple countries.
- Deep knowledge of customs regulations, international freight forwarding processes, and the ability to navigate government liaison protocols with cultural and political sensitivity.
- Experience aligning stakeholders across donor, supplier, and government entities, ensuring projects meet compliance and delivery standards.
Interpersonal skills/Communication
- Strong coordination and supplier management capabilities.
- Stakeholder engagement and cross-cultural communication skills.
- Technical understanding of site infrastructure and installation processes.
- Problem-solving and risk management abilities.
- Experience working across multi-disciplinary and international teams.
- Fluency in English is required, other languages (French, Spanish, Portuguese) are a plus.
