Experience:

Experience in oil and gas industry in multi-discipline engineering, procurement, and construction environment

Preferably formal training in supply chain, logistics, or membership with recognised professional institutions

Minimum 12 years’ experience in a similar procurement or project coordination role
-
Experience in GCC region is desirable
-
Hands-on experience in creating Excel or MS Access databases, retrieving data, and presenting dashboard reports on procurement progress of contractors and subcontractors
-
Ability to analyse data, market trends, and supplier performance to make informed decisions
-
Knowledge of sourcing strategies, supplier evaluation, negotiation techniques, and contract management
-
Knowledge of the LPG industry is desirable, including bottling processes, safety regulations, equipment, and materials used in bottling plants
-
Experience with procuring port systems including Telecom, Radars, and CCTV systems is desirable
-
Understanding of relevant legal and regulatory procurement requirements to ensure compliance and mitigate risks
-
Strong attention to detail for accurate documentation, adherence to specifications, and regulatory compliance
-
Previous experience supervising and managing EPC contractors
-
Previous experience in a Project Management role

Sound working knowledge of materials for oil and gas and infrastructure projects
-
In-depth understanding of EPC engineering, procurement, expediting, inspection, logistics, construction, and commissioning

Knowledge of schedule development and manufacturing processes

Ability to resolve complex problems beyond the scope of procurement
Primary Duties and Responsibilities:
-
Oversee contractor procurement teams including procurement, expediting, inspection, and logistics during project execution to ensure quality and timely delivery
-
Monitor and report all project procurement activities, preparing status reports for the project management team
-
Support project teams in all aspects of procurement within EPIC contracts, from technical bid evaluation to material delivery on site
-
Expedite contractors for long lead and critical items
-
Work with engineering and QA/QC teams on vendor evaluation and selection, participating in vendor audits if required
-
Evaluate vendor performance and resolve procurement-related issues in a timely manner
-
Ensure contractors support HSE and QA/QC processes in coordination with project management and QHSE teams
-
Participate in risk assessments and identify mitigation measures
-
Provide problem-solving and crisis management support
-
Coordinate with other departments including QA/QC, engineering, construction, and commissioning as needed
-
Report manufacturing and fabrication progress and delivery dates
-
Certify procurement progress payments in contractor monthly invoices
-
Coordinate FAT activities including approval of FAT reports
-
Monitor shipping, customs clearance, and transportation to site
-
Coordinate material inspection and receipt at site
-
Support SPIR approvals, tag numbers, and SAP CMMS activities
-
Support project management with procurement-related correspondence
-
Follow up with contractors to ensure procurement processes are adhered to, including manufacturing, FAT attendance, and timely shipping

Track delays against approved schedules, report to management, and propose mitigation actions

Implement elements of the company management system relevant to procurement
-
Familiarise with project and discipline-specific inspection documentation to ensure contract compliance
-
Stay current with international codes, standards, and regulations (e.g., INCOTERMS)
