JOB TITLE: BASE MANAGER (PEMBA)

MISSIONS / SERVICE DIMENSIONS
ACTIVITIES
Activities The Pemba Base Manager position is responsible for:
Know, respect and ensure compliance with the Company's Code of Conduct.
Always adhere to the values and principles of the Company Code of Conduct -
Leader of the Pemba on-site response team as per affiliate Emergency Response
Plan (ERP)
Demonstrate personal commitment to the HSE Policy and define Safety and
Environment objectives for Muxara Base
Organize follow-up of HSE anomalies and events reported within Pemba; monitor
corrective actions to be implemented
Organise safety meeting within Pemba Base and manage investigation of safety
incidents until conclusive close out in cooperation with HSE
Promote safety awareness at all levels within Logistics teams and Contractor.
Prepare bridging document with Contractors as required
Organize and promote HSE tour and visit and Host daily operations meeting / toolbox
talk - Manage and supervise the refurbishment and the maintenance of the logistics
base facilities. Manage and supervise the various logistics services contract at
Muxara and Pemba base (ie base services, camp services, offices, etc..)
Perform Service Quality Meetings (SQM's)with base Logistics Contractor.
Oversee the Management of Quay Operations at Pemba Port.
Oversee the Management of Airport and Crew Change Operations at Pemba Airport.
Prepares and organizes as required the logistics support (storage, land transport,
marine, aviation, etc.) to the SED or other entity.
Prepares and organizes as required support to TotalEnergies Marketing and
Services (M&S).
Plan, organize and coordinates, all logistics operation at Pemba (Muxara base,
warehouses and quayside operations) to ensure a high level of efficiency, whilst
minimizing cost and maintaining best safety practices.
Participate in the recruitment of new personnel and ensure a successful boarding of
local staff,
Coach the logistic base teams in logistics: yard management, warehousing, logistic
base design, best HSE practices.
Ensure regular monitoring and reconciliation of all physical stock held at Company
sites.
Contributes in annual budget preparation, liaising with Cost control and Logistics
Manager.
Plan, develop and supervise the implementation of Logistics procedures for Pemba
Base.
Ensure procedures are up to date, understood, implemented and adhered to, in order
to ensure statutory and Company requirements are met.
Ensure line management are kept informed on relevant issues which could affect
safety, operational and commercial aspects of the operations.
Maintain records and statistics and produce accurate weekly, monthly and annual
reporting, follow up KPI related to logistic base operations

PURPOSES
RESE of Pemba Base
Ensure that the Company Management System is adequately implemented at all
locations of Pemba Base.
Ensure compliance of the logistics operations with all relevant Statutory, Company
standards and rules, audits findings
Accountable for provision of safe, efficient and cost-effective logistics services and
stock management of Company operation at Pemba
Ensure that Contractor time sheet, AFP and invoices are correct and in line with
services rendered
QUALIFICATIONS/EXPERIENCE REQUIRED
Qualification level required for the position: Level 6 = Bachelor's or equivalent level
Technical skills required for the position: - Be conversant with Legislation, Company
Rules and company standard Procedures and Instructions. - knowledge of SAP
(SCOT and UNISUP/UNISOL - MM and RLM modules) is desirable
Behavioral competencies required for the position: Self-confident with ability to work
on own initiative, remaining self-confident and solid under pressure
Language skills required for the position: Good command of English; knowledge of
Portuguese and French are desirable
Certification required for the position: RSES trainings and certificates
Level of experience required for the position: Minimum of 10 years' experience in
O&G Logistics and Materials Management
