The Hook-Up and Commissioning Process Lead shall provide oversight and direction to the project’s main contractor, sub-contractors and vendors, during the offshore hook-up and commissioning stages. Effectively collaborates and interfaces with the HUC team, facilities team, EPC contractor and operations personnel. Providing technical guidance and expertise on Process principles, codes, standards and coverage for EPC workshops, inspections and site testing. Support the change management process for HUC execution strategies. Supervise the review and approval of contractor procedures, ensuring accurate documentation of redlines throughout construction, hook-up, pre commissioning, and commissioning phases. Validate the optimization of project delivery, ensuring readiness for asset handover to the OESS team
 
Accountabilities

1. Support EPC PMT by reviewing critical documents and reports generated by the main sub-contractor. Attend workshops/review meetings when requested.
2. Analyse technical proposals and proposed deviations, assess exceptions and new technologies to ensure compliance with policies and procedures.
3. Apply lessons learned from previous projects and share new ones with other EPCs.
4. Support the qualification of new suppliers proposed for the project, suppliers that are not on the approved vendor’s list.
5. Assesses Contractor’s manpower loading, providing timely recommendations to project team and be available to backfill needs as required.
6. Support the project team to stay on schedule to meet all critical milestones (long lead item (LLI) procurement, engineered equipment procurement; required on site (ROS) dates, etc); develops and stewards recovery plans to address any schedule delays.
7. Witnesses Contractors scope of work and signs off test and check sheets as per project requirements.
8. Verify that the EPC Contractor’s reports are accurate with regards to progress reporting.
9. Cooperate with review teams and take part in quality audit activities throughout the project. Report findings accurately and provide a plan to address issues when required.

Requirements

• Bachelors Degree in Applied Sciences or Engineering.
• 8 years experience with large-project commissioning in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
• Knowledge and experience in discipline Hook-Up and Commissioning delivery processes and associated project phases, familiar with completions walkdowns and Pre-Startup Safety Reviews.
• In depth knowledge of Process design, risk-based evaluation of complex technical issues, ensuring deliverables are compliant with project requirements.
• Knowledge of flow assurance, hydrostatic and nitrogen leak testing, hook-up and commissioning activities.
• Knowledge in performance testing of gas turbine compressors to ensure design specs are met.
• Knowledge of design standards, specifications, codes, and appropriate safety criteria related to major fabrication, transport, installation, brownfield execution, and hook-up, as applicable to the project scope.
• Experience with Oil & Gas companies, Contractors, or Service Companies.
• Expert in reading P&IDs, Datasheets, General Arrangement drawings and procedures.
• Knowledge in projects execution, engineering, operations, pre-commissioning, commissioning and systems completion.
• Knowledge in compliance with contract requirements including codes and standards, and contract technical specification compliance.
• Experience with vendors operating in the LNG industry, such as compressors, power generation, control systems, topsides, etc.
• Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
• Experience in start-up support to Operation.
