Job Description
Commissioning Supervisor (Offshore-Piping)
Job Purpose
- Oversee all Pre-Commissioning and Commissioning activities for Piping discipline executed offshore by the EPC Contractor. Ensure systems and sub-systems meet project specification requirements as per approved procedures.
Reporting and Relationships
- Reports to Commissioning Lead (OKMechanical).
- Direct reports: None.
Internal
- Frequent contact with Construction and Commissioning teams, OESS/Operations, and HSEQ within Company as needed.
External
- Frequent contact with EPC Contractor, sub-contractor Commissioning team, and Vendor if required.
Job Context & Major Challenges
- Oversee Contractors MCC, CSA, and RFSU activities progress.
- Ensure effectiveness of System Completion database and procedures.
- Monitor with CONTRACTOR the Commissioning schedule to ensure planning and sequencing align with project milestones.
- Organise weekly meetings with the contractor counterpart.
- Report Precom-Comm progress to direct supervisor.
- Participate in Kick-off meetings and witness their execution.
- Participate in all Walkdown Certificates (MC & RFSU).
- Attend punch list follow-up and clearance meetings.
- Join offshore meetings with Company, Contractor, and Vendors.
- Review and validate contractor Inspection and Test Records (ITRs) & check sheets.
- Participate in PTW and SIMOPS meetings.
- Support OESS during Start-up.

Key Responsibilities
1. Witness contractor's scope of work and validate test and check sheets in accordance with project requirements.
2. Follow up construction activities and progress during Pre-shutdown and shutdown of Brownfield platforms.
3. Oversee Brownfield offshore Pre-Commissioning & Commissioning execution activities, ensuring safety and compliance.
4. Follow up punch list creation, categorization, and clearance via weekly meetings with contractor.
5. Verify completeness of the contractor's dossiers for mechanical completion, pre-commissioning, and commissioning through to handover.
6. Monitor and verify contractor's preservation activities, ensuring they meet project requirements.
7. Coordinate, capture, and share Lessons Learned for inclusion in the project register.
8. Monitor status of subsystems using the completion management system and ensure timely handovers.
9. Oversee and control all documentation related to mechanical completion, pre-commissioning, and commissioning.
Requirements
Qualifications
- Bachelor's Degree in Applied Sciences.
Knowledge and Experience
- Minimum 8 years' experience with medium to large project commissioning in the Oil & Gas Industry.
- Strong knowledge of completion certificate types and punch list categorization.
- Proven decision making, prioritization, technical, analytical, and interface skills.
- Experience utilizing Completion Management Systems such as PIMS, WinPCS, ICAPS, Hexagon or equivalent.
- Familiarity with construction, QA/QC, and Operations interfaces.
- Excellent organizational, reporting, and communication skills.
- Strong understanding of HSE standards and safe system handover practices.
Technical and Business Skills
- Strong commitment to safety protocols and procedures for offshore environments.
- Effective coordination, organization, and technical judgment skills.
- Ability to manage tight deadlines, heavy workloads, and frequent changes in priorities.
- Excellent English communication skills, both verbal and written.
- Direct experience in pre-commissioning, commissioning, and start-up as a commissioning performer on major Oil & Gas projects.
- Proficient in Microsoft Office suite and computer literacy.
- Good influencing and communication skills.
