We currently have an opportunity within SPIE Oil & Gas Services Middle East LLC Doha, Qatar for a :
SimOps Operating Authority Representative (SOAR)
Job Purpose:
Ensures full implementation of the requirement of the SimOps Dossier during execution of works.
Ensures that all parties in the SimOps area are aware of their role, responsibilities and the hierarchy of
controls.
Monitors and controls all drilling/construction activities, oil and gas production and utility systems in the
SimOps area to ensure safe and efficient works while production targets are achieved
Your main duties will be to:
Identifies in conjunction with the Operating Authority the procedures & precautions to be taken, to provide safe place for the intended activity.
Assists Performing Authority and reviews any NOC PTW in the SimOps area. The SOAR does not prepare PTWs on behalf of the Performing Authority.
Takes part in every Permit To Work meetings related to activities in the SimOps area.
Ensures the PTW register is updated by all parties requesting works under the NOC PTW system.
Ensures full compliance of PTWs with the agreed SimOps matrix before opening PTWs (considering the very last update of activities in the SimOps area).
Performs the ultimate coordination of works to avoid interference in the SimOps area and notifies the Operating Authority of any conflict he may notice with simultaneously opened Permits To Work.
Ensures that, prior to starting the works, precautions required from all disciplines (Fields Operations and Drilling/Construction) are implemented.
Takes part in Tool Box Talk for every critical activity related to his assigned area.
Ensures the correct opening, suspension and cancellation of Permits To Work.
Ensures adequate handover of ongoing tasks take place at shift or crew change and information is transferred as required between all shifts working in the SimOps area.
Communicates daily with HSE-SA & HSE-SA-D (if nominated) all activities conducted under NOC PTW.
Reports daily the SimOps activity to OTL and issues a daily written SimOps report. Contributes to updates the SimOps follow-up dossier as required with the HSE Supervisor.
Communicates and inform CCR about job progress and, if need be, about any problem encountered.

Ideally, you will have graduated with minimum Higher Secondary School Education plus a three-year technical diploma (HNC, HND or equivalent).
Relevant Work Experience: Minimum of 10 years of experience with at least 5 years offshore level on-field equipment in diversified oil & gas processing or petrochemical plants.
You are fluent in English with both written and verbal communication
You will have good interpersonal and organizational skills, as well as, a good level of computer literacy and be proficient in Microsoft Office.
