Job Overview:

The HSE (Health, Safety, and Environmental) Supervisor is responsible for ensuring that health, safety, and environmental standards are consistently met in the oil and gas field operations. This role includes overseeing day-to-day field activities, ensuring compliance with safety regulations, conducting risk assessments, implementing safety programs, and promoting a safety culture among the workforce. The HSE Supervisor plays a key role in minimizing risks and incidents while ensuring that operations are conducted in an environmentally responsible manner.

Key Responsibilities:

  • Health, Safety, and Environmental Compliance: Ensure that all field activities comply with company policies, local, and international safety standards, including OSHA, API, and other relevant regulations. Promote adherence to environmental and safety guidelines to prevent accidents and environmental impacts.
  • Risk Assessments: Conduct risk assessments and job hazard analyses (JHAs) for field operations, identifying potential hazards and ensuring that control measures are in place to mitigate risks.
  • Safety Training and Awareness: Lead safety training sessions, orientations, and toolbox talks for employees and contractors, ensuring all personnel are educated on safety protocols, emergency response procedures, and safe work practices.
  • Incident Investigation: Oversee the investigation of safety incidents, accidents, near misses, and environmental spills, identifying root causes and implementing corrective and preventive actions to avoid recurrence.
  • Safety Audits and Inspections: Conduct regular safety audits and field inspections to ensure compliance with safety standards and regulations. Follow up on corrective actions to address any identified issues.
  • Emergency Response Planning: Develop and implement emergency response plans and procedures, ensuring that the team is prepared for potential emergencies such as fires, spills, equipment failures, or medical incidents.
  • Permit to Work (PTW) System: Supervise the PTW system for high-risk activities, ensuring that proper permits are obtained, work activities are monitored, and safety precautions are enforced.
  • Environmental Protection: Ensure that field operations adhere to environmental regulations, including waste management, spill containment, and proper handling of hazardous materials. Promote environmental awareness and sustainability practices.
  • Safety Equipment and PPE Management: Ensure that safety equipment and personal protective equipment (PPE) are available, properly maintained, and used correctly by all field personnel.
  • Reporting and Documentation: Maintain records of safety activities, including inspections, audits, incidents, training, and environmental monitoring. Prepare regular safety reports for management and regulatory bodies as required.
  • Leadership and Culture Building: Foster a culture of safety, encouraging all team members to prioritize safety and report hazards. Lead by example to ensure safety protocols are followed at all times.
  • Compliance Monitoring: Monitor and enforce adherence to safety regulations, conducting regular checks to ensure that safety programs, policies, and procedures are being followed in the field.

Qualifications:

  • Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field (preferred).
  • 5+ years of experience in health, safety, and environmental management within the oil and gas industry, with at least 2 years in a supervisory role.
  • In-depth knowledge of HSE regulations, industry standards (e.g., OSHA, API, EPA), and environmental laws applicable to oil and gas field operations.
  • Strong understanding of risk assessment, safety audits, and emergency response procedures.
  • Experience in incident investigation and root cause analysis.
  • Certification in HSE-related disciplines (e.g., NEBOSH, IOSH, OSHA 30-Hour, First Aid, and CPR) is highly preferred.
  • Familiarity with safety management systems, HSE software, and documentation tools.
  • Excellent leadership, communication, and interpersonal skills, with the ability to train and motivate field personnel.
  • Strong decision-making abilities, with a proactive approach to identifying safety hazards and solving problems.

Desired Skills:

  • Experience with oil and gas field operations, including drilling, production, and offshore environments.
  • Knowledge of environmental protection practices, including spill response and waste management.
  • Ability to work under pressure and handle emergency situations effectively.
  • Fluency in local language(s) and English, with excellent written and verbal communication skills.

Physical Requirements:

  • Ability to work in remote and sometimes harsh field environments.
  • Comfortable wearing personal protective equipment (PPE) in accordance with safety standards.
  • Willingness to work in rotating shifts and extended hours as required by project schedules.
