Scaffolding & Rope Access Specialist - Tanzania

We are seeking an experienced Scaffolding & Rope Access Specialist to support a major cross-country pipeline and facilities development in Tanzania. This position plays a critical role in ensuring safe and compliant scaffolding and rope access operations across multiple construction work sites. You will work closely with construction, HSE, and contractor teams to ensure all work-at-height activities meet the strictest technical and safety standards. This is a hands-on field role requiring strong technical knowledge, excellent communication skills, and the ability to operate effectively within a large, multicultural project environment.

Key Responsibilities
  • Oversee and enforce all scaffolding and rope access requirements across site activities.
  • Verify scaffold erection, dismantling, modification, and inspection is performed by qualified personnel.
  • Review scaffold design notes, risk assessments, and technical instructions.
  • Ensure correct tagging and inspection practices (green, red, orange tags).
  • Monitor scaffold condition, load limits, and housekeeping.
  • Assess and validate the need for rope access versus alternative access methods.
  • Verify rope access technicians’ qualifications (IRATA or equivalent) and supervise compliance with dual-rope safety systems.
  • Ensure tools and equipment are properly secured and all work methods follow best practices.
  • Conduct routine field checks and daily reporting.
  • Provide coaching to contractor staff and support continuous improvement in work-at-height safety.
  • Interface with construction, HSE, and contractor management on compliance and corrective actions.
  • Contribute to adherence with national regulations and project-specific safety requirements.
Candidate Profile
  • Bachelor of Science or equivalent, with 10 years of field construction experience, ideally in pipeline or major onshore facility projects.
  • Strong background in scaffolding & rope access management on large industrial projects.
  • Certified in OSHA 29 CFR 1926 (Scaffold Safety), EN12811-1 standards, and IRATA Level 3 (or equivalent).
  • Skilled in reviewing contractor certifications, assessing compliance, and performing root-cause analysis.
  • Competent in ISO 9001:2015 practices.
  • Proficient with Aconex, PowerBI, SharePoint, Adobe, MS Office.
  • Excellent English communication, capable of interaction with multi-discipline and multicultural teams.
  • Physically capable of working in challenging field environments.
