Job Title: Occupational Health Specialist (Establishment Advisor) Department: Health Section Medical Services Department Reports To: Senior Physician / Head of Health Section Location: Field & Main Office
1 . Job Purpose
To establish, develop, and implement the Occupational Health Department within the Health Section of Zueitina Oil Company. This role focuses on designing and overseeing comprehensive occupational health programs, ensuring compliance with national and international safety standards, and providing expert advisory support to management in creating occupational health systems that promote employee well-being and productivity.
- Duties and Responsibilities:
- Lead the planning, structuring, and setup of the Occupational Health Department.
- Develop internal frameworks, workflows, and documentation systems for occupational health services.
- Identify required resources, equipment, and manpower to establish and sustain the department.
- Draft and recommend occupational health policies, procedures, and standards in accordance with Local laws, requirements, and international best practices (ILO, WHO, OSHA).
- Design health surveillance programs for employees exposed to occupational hazards.
- Develop preventive programs covering ergonomic risks, chemical exposure, and workplace stress.
- Conduct occupational health risk assessments with HSE and operational departments.
- Advise management and field teams on occupational health controls, workplace layout, and exposure prevention.
- Provide expert input on facility design and modifications to ensure compliance with occupational health requirements.
- Support clinic and medical staff in identifying, recording, and managing occupational illnesses and injuries.
- Establish systems for health monitoring, data recording, and trend analysis for prevention.
- Coordinate with laboratories for biological monitoring and environmental sampling.
- Develop and deliver training for employees and supervisors in occupational health. o Promote awareness programs on ergonomics, noise control, chemical safety, and PPE use.
- Mentor medical and HSE staff in integrating occupational health principles into daily operations.
- Liaise with NOC, public health authorities, and stakeholders regarding occupational health matters.
- Prepare and submit reports on departmental performance, health statistics, and program outcomes.
- Participate in audits, inspections, and health investigations as required.
3.General Requirements
- Strong knowledge of occupational health and industrial hygiene principles.
- Understanding of oil and gas work environments, especially in field and plant operations.
- Ability to establish and lead a new department, including administrative and clinical functions.
- Excellent English communication and reporting skills (Arabic is an asset).
- Proficiency with occupational health software, data management systems, and Microsoft Office.
- Strong leadership, organizational, and problem-solving abilities.
4.Specific Prerequisites
Education: Bachelor's degree in medicine, Occupational Health, or a related medical/scientific field. Postgraduate qualifications or diploma in Occupational Medicine or Industrial Hygiene are preferred.
Experience: 8—10 years of relevant occupational health experience, preferably in oil and gas. Proven experience in establishing or managing occupational health programs or departments.
Certifications: Certification in Occupational Health or Industrial Hygiene (e.g., NEBOSH, ICOH, or equivalent) is highly desirable.
- Work Relations.
Internal: Coordinates closely with HSE, Maintenance, Operations, and Human Resources. Collaborates with medical teams at field clinics and head office.
External: Liaises with national health authorities, occupational health consultants, and regulatory agencies.
- Authority Limits.
Authorized to provide expert recommendations on occupational health standards, preventive measures, and departmental needs. Authorized to propose occupational health policies, training programs, and resource requirements. No direct financial authority unless delegated by the Head of Health Section or Senior Physician.
