Purpose
Manage the delivery of all aspects of the commissioning phases and discipline teams, providing support to the PMT Management team, overseeing direction of the project’s main contractor, sub-contractors and vendors. Directs delivery of all aspects of the commissioning phases and discipline teams. Effectively collaborates and interfaces with facilities team and EPC contractor engineers and operations personnel. Evaluates coverage for multiple EPCs workshops, inspections and factory testing when and where required. Provide direction during engineering for systemization, schedule, execution strategies, review and approval of contractors detailed procedures. Coordinate precommissioning and commissioning to maximise the onshore commissioning effort and optimise the offshore commissioning schedule.
Accountabilities
1.Support EPC PMT by reviewing critical documents and reports generated by the main sub-contractor. Attend workshops/review meetings when requested.
  1. Analyse technical proposals and proposed deviations, assess exceptions and new technologies to ensure compliance with policies and procedures.
  2. Apply lessons learned from previous projects and share new ones with other EPCs.
  3. Support the qualification of new suppliers proposed for the project, suppliers that are not on the approved vendor’s list.
  4. Assesses Contractor’s manpower loading and provide timely recommendations to project team and be available to backfill needs as required.
  5. Support the engineering team to stay on schedule to meet all critical milestones (long lead item (LLI) procurement, engineered equipment procurement; required on site (ROS) dates, etc); develops and stewards recovery plans to address any schedule delays.
  6. Witnesses Contractors scope of work and signs off test and check sheets as per project requirements.
  7. Verify that the EPC Contractor’s reports are accurate with regards to progress reporting. Accountable for integrating completions of various EPC RFSUs to achieve each complex Facility RFSU.
  8. Cooperate with review teams and take parts in quality audit activities throughout the project. Report findings accurately and provide plan to address issues when required.
  9. Manage timely delivery of all systems completion’s deliverables, by developing and managing effective systems completion procedures, tools, and commissioning plans for effective and smooth handover to the operating organization. Ensuring overall system completions compliance with projects specifications and the contract.
Minimum Requirements
Bachelors Degree in Applied Sciences or Engineering
10 years experience in various project phases such as engineering, procurement, and construction, within large-scale commissioning projects in the oil and gas industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
In depth knowledge of discipline design standards, specifications, codes, appropriate safety criteria, offshore facilities and discipline design, construction, operations and engineering administration.
Knowledge and experience in discipline commissioning delivery processes and associated project phases, familiar with completions walkdowns and Pre-Startup Safety Reviews.
Experience in a senior commissioning role for large EPC contracts, with strong commissioning/technical skills, greenfield, brownfield projects and simultaneous operations (SIMOPS).
Experience in project completions and project systemization, including check sheet development, check sheet allocation, writing of pre-commissioning / commissioning documents such as commissioning procedures and method statements.
Experience with Oil & Gas companies, Contractors, or Service Companies.
Knowledge in projects execution, engineering, operations, pre-commissioning, commissioning and systems completion.
Expert in engineering design standards, specifications, codes, operating equipment in the Oil & Gas industry, and appropriate safety criteria.
Experience in contract specification compliance requirements, including codes and standards.
Experience with vendors operating in the LNG industry, such as compressors, power generation, control systems, topsides, etc.
Experience managing Brownfield Projects and Simultaneous Operations (SIMOPS).
Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
Broad experience in the handover process from EPCI Contractor to the Company Organization at Major Oil and Gas Project.
Experience in start-up support to Operation.
Knowledge of worldwide vendors and contractors
