Job purpose
Supports the implementation of company In-Country Value (ICV) strategy by maximizing local content and ICV value across the company’s contracts and operations. The role contributes to achieving Oman’s national ICV aspirations by promoting the use of local goods, services, and workforce, and by enhancing the capacity and capability of Omani suppliers and professionals. It ensures that ICV initiatives are effectively embedded within the procurement and contracting processes to deliver sustainable commercial and socio-economic benefits for both the Sultanate and company.
The position will act in accordance with the company’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.
Main tasks and responsibilities
Design and implement ICV pre-award contracting strategies to ensure alignment with company’s ICV objectives and contractual requirements.
Ensure full project compliance with ICV guidelines, contract award requirements, and reporting obligations throughout the project lifecycle.
Monitor and report project performance in accordance with ICV criteria and approved plans, highlighting achievements, risks, and improvement areas.
Address and manage ICV non-compliance cases related to both projects and vendors, ensuring timely corrective actions and alignment with regulatory expectations.
Develop and implement strategies, policies, and frameworks for Vendor Development Programs (VDP), SME support, and workforce initiatives to enhance national capacity and participation.
Define clear objectives, processes, scopes of work, and selection criteria for ICV initiatives to ensure transparency and effective delivery.
Track and evaluate program performance during execution, providing periodic progress reports and recommendations for improvement.
Identify and evaluate internal business opportunities and channel them toward local companies and potential Omani partners to strengthen domestic participation.
Collaborate with external stakeholders, including operators and government entities, to aggregate demand and create additional ICV opportunities.
Analyze supply, demand, and expenditure data to identify potential areas for local manufacturing, local services, and SME development.
Lead engagement sessions with industry suppliers and stakeholders to communicate ICV opportunities, initiatives, and collaboration frameworks.
Liaise with the Ministry of Energy and Minerals (MEM), Oman Investment Authority (OIA), and other relevant government bodies on ICV policies, procedures, and reporting processes.
Promote continuous learning, capability building, and knowledge sharing among team members to enhance ICV awareness and execution excellence.
Contribute to the development, review, and improvement of departmental systems, processes, and controls to ensure consistent and efficient ICV implementation across the company.
Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site.
Education requirements
Minimum Qualifications for this position is bachelor’s degree in business administration, Supply Chain Management, Economics, or Engineering from a recognized university.
Language
Excellent knowledge of written, read, and spoken English (required)
Background and experience
Minimum of 5 years of relevant experience in In-Country Value, Local Content, Supply Chain, or Contracting within the oil and gas industry.
Demonstrated experience in developing and implementing ICV or local content strategies, frameworks, and reporting mechanisms.
Strong background in project evaluation, vendor development, and stakeholder engagement with regulatory and government entities.
Proven ability to analyse expenditure data and identify opportunities for local goods, services, and workforce development.
Competencies and skills
Strong understanding of Oman’s In-Country Value framework, national regulations, and reporting standards.
Comprehensive knowledge of procurement, contracting, and supplier development processes within the oil and gas sector.
Analytical and financial acumen to identify, quantify, and track ICV value and performance metrics across projects.
Proven ability to collaborate with internal and external stakeholders, including operators, government entities, and local suppliers.
Excellent communication, negotiation, and presentation skills with the ability to influence and engage at multiple levels.
High proficiency in data analysis, reporting tools, and digital platforms for monitoring ICV performance.
