HEAD BROWNFIELD CONSTRUCTION
Job Specification Job Purpose To safely and efficiently lead construction activities executed by
the EPC Contractor related to Hook-up and Brownfield activities for NFPS COMP 3 Project
Close follow up of the EPC Contractor scope with respect to Highest Safety and Quality Standard, and in compliance to the contract requirement and the project objectives
Lead the planning, preparation and execution of all aspects of construction and installation and Huc requirements of the project ensuring all key objectives are achieved or acceeded
Ensure the constructability and install-ability of the design is consistent with established industry processes and effectively lead issue resolution through strong interfaces with both company and contractor teams delivering full alignment on the execution of the project from FEED to startup.
To deliver fabricated items with zero carry over works to the offshore construction team and to organize detailed design reviews with the Engineering, to ensure the value engineering and continuous development principles, constructability and hookability aspects of the works
Coordinate and manage all on-site, as well as support other project discipline to deliver successful projects, safely, on time and within the desired level of quality.
To deliver Greenfield and brownfield construction Project on time under the Qatar Energy LNG Project Management System, to budget and to the required level of quality
Work with the project team to maintain relationship with contractor, subcontractors, vendors.
Coordinate to ensure all required materials, equipment and inspections occur to support schedule
Prepare and provides routine verbal and written progress reports to the division Manager of HUC / BROWNFIELD and updates progress performance of the contractor with analysis to achieve progress
Review the contractor's construction and HUC Greenfield and Brownfield deliverables such as Method Statements, procedures, etc as per company specification
Attend workshops, shutdown gates, document reviews, formal risk assessments, deliverables to support project execution
Key Accountabilities (Duties include but not limited to)
1. Provides safety, Health and Environmental leadership by example to the NFPS Project Team and contractor, its sub- contractor and site vendors
2. Responsible for ensuring the NFPS contractor team implements and sustains its obligations and responsibilities for HSES project deliverables.
3. Delivery of all fabrication, transport, installation and HUC and Brownfield scope for NFPS COMP 3 in accordance with agreed schedule and budget.
4. Lead the delivery of all Hook up and brownfield scope to ensure impact on Operations is minimised and aligned with the minimum expectations of all stakeholders
5. Accountable to deliver project phase requirements, milestones as defined in schedule in line with COMPANY Management System
6. Participate and Contribute in development of construction works strategies, project execution plan, interface and construction plans, risk etc…
7. To review deviations to QG construction standards for comments 8. Support Company assurance review, start-up and business risks
reviews 9. Lead the Management of Change (MOC) process for all aspects
of the project execution and is responsible for encompassing previous lessons learned and capturing and communicating new lessons learned
10. To supervise and control the activities of the Contractor/Subcontractors related to the HUC Greenfield and Brownfield construction activities to ensure that it complies with contractual requirements, project documentation and applicable International Standards.
11. To Liaise with Contractors/Subcontractors for all construction works and ensure the Contractors/Subcontractors progress follow up and reporting.
12. To contribute to the engineering, design check for the construction works aspects, as well as the compliance to all technical requirements by providing inputs
13. To Participate to Risk Assessments kick off meetings and Pre-Job Meetings, pre-Simops visits, technical meeting etc. as required in accordance with Company's referential.
14. To ensure Permit To Work preparation in due time with needed technical and HSE documentation, in line with standards.
15. To Ensure the proper quality and traceability of the fabrication assisted if required
16. To Ensure with Contractors/Subcontractors that all the built dossiers are properly handover to the Onshore and offshore Team.
17. Verify that the EPC Contractor's reports are accurate with regards to progress reporting.
18. Development and mentoring of staff 19. Responsible for Company Lessons Learned integration within
Contractor workscope and the delivery of new LLs to COMPANY, primarily in regards to execution

Job Context & Major Challenge(s) The Head of Brownfield construction position requires solid technical and organizational experience, effective communication skills, and ability to solve problem and to propose mitigations measures. Residential Contract, The work will be executed in different sites where the Head of BF Construction will be subject to be assigned to throughout the project execution phase (i.e EPC fabrication yard in Qatar and/or outside Qatar, offshore platforms/jack up barge). The Head of Construction must be able to manage the respective priorities, drivers,challenges and site constraints in close collaboration with the HUC / Brownfield Division manager and other stakeholders while maintaining focus on safety, quality and planning. The context and challenges of the position are summarised as follows:
1) All necessary Brownfield tie in scope to connect 5 new Riser platforms, 1 Wellhead Platforms, 5 bridges, new stalk on risers (16), new FG spur lines (6), new composite and fiber optic cables onto the existing offshore facilities.
2) Complex Browfield modifications on 17 platforms involving Structures, Process, Instrumentation & Control, Electrical, Hvac, Piping and Mechanical, and Telecom disciplines.
3) Decommissioning activities (pipelines and topside equipment)
Workscope and specific activities that will require production shut down will have to be executed within predefined COMPANY Shut Down windows driven by the onshore LNG trains maintenance activities. Mitigations and alternative plan have to be developed and proposed to minimize or avoid any project initiated shut down activities outside the predefined COMPANY Shut down windows. The Head of Brownfield Construction should ensure readiness of the Contractor, supporting and fulfilling the requirements of Company shutdown preparedness gate process.

Qualifications
Engineer or technician with more than 15 years experience in O&G facility construction, project or operations with at least 10 years at Construction / Installation / project management level, having overall responsability for EPC contract execution
Knowledge and/or Experience
Technical background with Minimum of 15 years experience in Construction and Project of O&G
Experience in brownfield and / or Shutdown activities under SIMOPS Conditions
Experience developing work methods and form several alternative methods in accordance to established Company policies, directives from Management, schedules and professional engineering standards.
Experience providing recommendations on tenders, engineering designs and general controls of contractors.
Strong technical and problem solving skills. Strong organisational, coordination, planning and interface skills. Good proactivity, negotiating and influencing skills Knowledgeable in HAZOP, HAZID, Risk Assessment processes and
applications. Good knowledge of international codes / Standards
