ELICS Engineering Lead

Job Specification

Job Purpose

Responsible for overseeing Pre-Commissioning & Commissioning activities for assigned Areas to ensure EPC PC&C Contractor's safe and efficient delivery of Complex Electrical & Control Systems. This primarily involves planning, set-up, testing, and troubleshooting of various components of the Electrical Integrated Control system (ELICS) until final Integration and Dynamic Testing / Energization. Ensures planning such as systemization, commissioning/pre-commissioning planning, database set-up and coordination with other stakeholder disciplines is developed. Provides clear guidance to the EPC Contractor and facilitates resolution of pre-comm/comm issues to meet project objectives and milestones.

Key Accountabilities

(Duties include but not limited to)

  • Predominantly field based to assist and witness the execution of of the Pre-Comm and Commissioning activities of the ELICS system.
  • Provides Electrical pre-comm/comm expertise & guidance, to lead safe execution of the Electrical Pre-Comm and Commissioning scope of work for the Electrical Control system in accourdance with project deliverables and execution schedule. Demonstrate leadership in planning and execution driving EPC contractor to deliver as per project milestones.
  • Provide leadership in the Field and Sub Stations with EPC Contractor, vendor & Sub-contractors in troublehooting efforts to diagnose, formulate and resolve issues with Electrical / controls systems and difficulties from test execution during SAT/Loop Test, Function Test and energization that impedes efficient progress.
  • Assist to develop, review and approve Electrical Pre-Comm/Comm checksheets, procedures, method statements, work packages, schedules, and provides supervision of pre-comm/comm scope of work by EPC contractor, supports contractor by helping to address gaps and coordination with operations and other disciplines within CPY team.
  • Guides EPC Contractor's Electrical pre-comm/comm activities and validating contracts, including vendors, subcontractor resources, personnel qualifications, usage of appropriate tools; adherence to project objectives, requirements, specifications, and verification processes. Provide assurance of CTR/SCTR adhere to Project SHES procedures
  • Report generation and validating / invalidating testing and commissioning results.
  • Participate in witnessing system testing, attend RFC and RFSU walkdowns, punchlisting and review of RFSU and handover dossiers.
  • Actively participate in Tool Box Talks, Task Instructions and SHES related walkdowns

Reporting and Relationships

  • Reports to the Electrical Head EPC-1
  • Internal - Interfaces with various project teams and departments on resolving related issues that requires effective communication, initiative, flexibility and an ability to induce collaboration.
  • Exhibits team leadership skills, integrity, interpersonal understanding, and self-confidence.
  • External - Regular contact with EPC Contractor/subcontractors, Vendors and project stakeholders at site including asset owner's.

Job Context & Major Challenge(s)

  • This position is responsible to ensure all planning and execution activities associated with the pre-comm/comm of assigned area is achieved by the EPC contractor, including third parties such as vendors, consultants, sub-contractors etc., and are executed to NFE Project's specifications and QG requirements.
  • Major challenges for this role include (1) effectively guide EPC contractor, including vendors and subcontractors and pre-comm/comm team to produce timely deliverables up to Plant Handover. (2) maintaining constructive working relationship with EPC contractor, including vendors and subcontractors to ensure delivery and execution of pre-comm/comm work scope in accordance with project specifications/requirements and (3) maintaining good relationships with stakeholders (e.g., Operations, quality, engineering, construction) to ensure alignment of systems completions execution. (4) Work safely and effectively in SIMOPS and Brownfield areas with adherence to project protocols.
  • Interfaces (pre-commissioning and commissioning) with existing operating facilities and other EPC Projects.

Minimum Requirements

Qualifications

  • Bachelor's Degree in Electrical/Control system engineering or equivalent and/or equivalent experience.

Knowledge and/or Experience

  • 10 years' experience as an Electrical Engineer with a broad knowledge of commissioning planning and execution experience in Control and SCADA systems.
  • Good knowledge and exerienece in Susbtation Automation, Power Management System and Load shedding schemes for generation and distribution systems.
  • Good understanding of System Completion Process and assosiacted phases such as technical and contractual certificate walkdowns and PSSR procedure.
  • Experience in systemization including checksheet allocation, completions database and development of instrumentation pre-comm/comm procedures.
  • Pre-commissioning & Commissioning experience and understanding of High and low voltage system (132kV to low voltage) Transformers, Switch boards, Lighting, Earthing, lightning protecton, UPS, Battery Charger, heating systems and Cathodic Protection etc.
  • Experience with steam and gas turbine generators and associated control systems.
  • Good understanding of International Electrical Standards and best practices in the areas of electrical installations and testing.
  • Demonstrated experience of sub-station control system Pre-commissioning and commissioning.
  • Strong leadership skills, experience leading contractor teams.
