Job Description:

The Project Controls Manager assists the project manager in the overall control of large to mega projects, specifically responsible and supervising cost control, planning and scheduling, progress, risk management, change management, and reporting. Other responsibilities may include engineering, procurement and construction estimate coordination; contract management; and business management.

Typical project types include Engineering Studies, Process Design Packages, Front-End Engineering Design, Basic Design Packages, Detailed Engineering & Procurement, and Engineer-Procure-Construct efforts on industrial and oil and gas projects. The Project Controls Manager is responsible for all aspects of project controls during engineering, procurement, module fabrication, construction, pre-commissioning, and commissioning phases of the project or projects within a program.

Main Accountabilities:
  • Ensures project activities execution within project controls disciplines, in accordance with Technip Energies Business Management System.
  • Challenges and provides clear analysis to project management on project status, trends, and risks.
  • Coordinate and overall responsibilities for the following activities by cost, risk and scheduling:
    • Establishes project baselines and quantity, hour, and cost budgets relative to the project execution strategy.
    • Monitors and reports commitments and incurred quantities, hours, and costs expenditures.
    • Progress measurement.
    • Evaluate performance metrics, analyze and trend forecasts.
    • Identifies and prepares preventive or corrective actions.
    • Prepares recovery plans, acceleration plans, or rebaselining, etc.
    • Risk and delay claim support including risk assessments and management; delay claims quantification; forensic schedule analysis.
  • In liaison with project controls departments, implements procedures, methods and tools then supervises, participates, or coordinates during project life:
    • Contract management.
    • Project estimates and proposals.
    • Scope management.
    • Project change management.
    • Project deliverables.
    • Project organizations, including
      • Work Breakdown Structures
      • Organization Breakdown Structures
      • Cost Breakdown Structures
    • Purchasing and subcontract administration coordination.
    • Invoice administration
  • Issues reports internally and to client or partners
  • At project closeout, issues feedback report, lessons learned, and project metric data.

Must Have Skills:

  • Advanced skills with MS Excel software
  • Significant experience with Primavera P6 scheduling software
  • Significant experience with earned value progress measurement of the engineering and procurement work processes
  • Significant experience leading project change management programs
  • Significant experience with in-house or third-party cost control software
  • Significant experience with in-house and third-party accounting and finance software
  • Significant experience with commercial management processes and contracts
  • Bachelors degree or relevant experience in lieu of degree
  • 15+ years of increasing cost control, planning & scheduling experience in the energy industry

Nice to Have Skills:
  • Bachelor of Science degree in Engineering or Construction Management, Finance, Accounting, General Business or related field.
  • Experience with multi-office execution and module fabrication yard execution
  • Experience working on a field construction site or in a module yard fabrication facility
  • Experience with Advanced Work Packaging (AWP) execution approach
  • Working knowledge of MS Access, Power BI, and PowerPoint software
  • Hands-on experience with EcoSys Enterprise Project Performance (EPP) software.
  • Hands-on experience with Oracle Enterprise Resource Planning (ERP) software.
  • Extensive experience with Primavera P6 software, resource loading, and progressing
  • Experience with quantitative risk analysis techniques for cost forecasts.
  • Experience with qualitative risk management topics such as cost sensitivity analysis, risk registers, and risk identification workshops.
  • Experience with schedule quantitative risk analysis techniques
  • Experience with construction, turnaround, and commissioning scheduling and quantity tracking
  • Experience with 4D Material and Systems (4DMS) software
  • AACE International certification or working knowledge of AACE recommended practices in the areas of Planning & Scheduling, Cost Control or general Project Controls
  • Experience working on projects in the energy transition business.
