About the Opportunity:
Shell Canada is seeking for a Turnaround Cost Specialist (also known as Turnaround Cost Lead internally), to join their Shell Scotford Technical Services team.
As a Turnaround (TA) Cost Specialist, a successful candidate would be accountable for developing, monitoring, and reporting all aspects of TA costs for site TAs, with an overall drive to improve business results through TA competitiveness. As a core team member within the TA event organization, they develop TA event budgets and cost estimates for Refinery/Chemical TA events throughout different planning phases and then monitor and forecast throughout TA Execution. This role is responsible for the practical application of enterprise finance and TA guidance, including Shell internal standards and recommended practices.

Accountabilities:
- Support the delivery of standard, consistent and robust cost management frameworks and procedures to turnaround (TA) events
- Manage the delivery of consistent but appropriate cost management structures for a portfolio of small to mega complexity turnaround events
- Assist with the roll-out of the Company standard tools and processes and apply them on projects and/or turnaround events
- Lead the implementation of Cost Breakdown Structures (CBS) and apply within the TA Estimate
- Assist in the preparation of Work Breakdown Structure (WBS) and Work Orders (WO)
- Deliver realistic and competitive cost estimates ahead of Turnaround assurance reviews for medium to mega complexity turnaround events
- Generate accurate monthly/weekly TA cost reports, including variances from the plan on commitment, value of work done (VOWD), and management of changes against approved Investment Proposals (IPs)
- Assist in analysis of trends
- Lead the implementation of Earned Value Management process
- Maintain and promote realism in the cost forecasts in the face of commercial pressure and optimism from turnaround teams
- Maintain consistency in cost basis through rigorous adherence to the controls processes
Skills & Requirements
- Must have legal authorization to work in Canada on a full-time basis for anyone other than current employer
- Bachelor's degree related to Cost Management is required
- Minimum 5 years cost control experience
- Extensive experience in turnaround or project controls
- Working knowledge of a broad range of cost controls systems
- Experience in using Microsoft Office Excel is required, Primavera and SAP are a plus
- Working knowledge of Earned Value Management is required
