This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms office in Madison, WI at least every other Monday at minimum. There may be times when specific meetings require in-person attendance in the office above those minimums . All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

The Public Service Commission (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! Position Summary

The Natural Gas Project Analyst (Program and Policy Analyst/ Program and Policy Analyst Adv) is responsible for program planning and policy analysis for the Bureau of Natural Gas Safety and Analysis. This position will lead or independently perform studies and analysis related to proposals for natural gas utility rule changes, gas supply plans, and construction projects. This position provides expert policy and procedural guidance, advice, and authoritative technical knowledge and insight. Further, this position conducts research, develop alternatives, and make recommendations for formal or informal actions including recommending changes in priorities and policy to better accomplish Commission statutory objectives. The work of this position has a direct effect on the development of recommendations for the agency's rules, policies, and practices. To do so, these positions are expected to identify peculiarities of a problem or case, identify the questions that need to be addressed, carry out the investigation necessary to address those questions, and recommend appropriate actions. Work includes a broad range of regulatory policy and planning, recommendations, reports as well as preparing and presenting oral and written testimony at public hearings and presentations at meetings.

This position will often require extensive reading and writing to perform the duties of the jobs. For example, this position will be required to write results of their work to be included in Commission testimony, memos, orders, and correspondences. Additionally, these positions may need to read and interpret tariffs and utility analysis and draft written recommendations or determinations from their reading.

Salary Information

This Program and Policy Analyst is in schedule-range (07-04) with an annual salary of $54,080-$70,782, plus excellent benefits.

This Program and Policy Analyst- Adv is in schedule-range (07-03) with an annual salary of $62,400-$92,206, plus excellent benefits

A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

A qualified applicant will have each of the following:
  • Experience communicating with a variety of stakeholders using both written and verbal means
  • Experience researching, interpreting, analyzing, and/or applying laws, rules, regulations, and/or program policy
  • Experience working with current computer technologies for development, management, reporting or evaluation
In addition, a well-qualified applicant will have at least one of the following:
  • Experience developing guidance materials to aid others in the understanding of processes and procedures
  • Experience with natural gas supply planning or natural gas construction and engineering principles
  • Experience or training developing, implementing, or interpreting policies or procedures
In addition to what is listed above, a qualified applicant at the advanced level will have experience leading multi-faceted projects; experience providing training, mentoring and technical assistance related to natural gas supply planning, natural gas construction, or engineering; experience with policy analysis for natural gas supply planning, natural gas construction, or engineering.
