Job Summary:
The primary function of this position is to lead, coordinate, analyze and support programs that are executed based on Regulatory requirements (Regulatory Programs). Focus areas include Distributed Generation, including microgrids and renewable energy resources, Interconnection Regulations, new technologies and internal and external collaborations. In order to meet these requirements, a key activity for this position will be to work with leadership to set strategy and define LUMA's response or position on a topic. Once the strategy is defined, the position will engage stakeholders across the LUMA organization or will work externally with third-party consultants to develop the response. The position will be responsible for actively providing status updates to the Regulator, internally within LUMA and to stakeholders. Position may require occasional irregular hours.

Job Description:
  • Coordinates and manages the preparation and submission of critical regulatory documents, including reports, Requests for Information (RFIs), and presentations which supported key initiatives such as Distributed Generation (DG) Interconnection, Microgrids, Utility Scale Battery Programs, Distribution Planning, Interconnection Regulations, and Net Energy Metering to ensure compliance with requirements set forth by the Energy Bureau (PREB) on behalf of LUMA Energy.
  • Oversees and guides an Analyst resource in drafting deliverables, providing strategic direction and conducting the initial review to ensure quality and alignment with objectives.
  • Acts as a subject matter expert on LUMA's initiatives which impact the customer and grid reliability.
  • Manages the timeline of deliverables to ensure all tasks are completed on schedule and meet project deadlines.
  • Collaborates professionally with leadership and stakeholders to align deliverables with strategic goals and ensure effective communication throughout the lifecycle of deliverables.
  • Executes responsibilities effectively while identifying opportunities for role and processes improvements and take the initiative to implement enhancements.
  • Provides initial review, analysis, and approvals of regulatory filings, including the alignment of the information presented with previous filings.
  • Provides ongoing regulatory support and oversight to all departments and works collaboratively with the pertinent departments and teams to ensure best efforts to meet regulatory filing deadlines and provide support as needed.
  • Oversees laws, policies and legislative initiatives and participating in the development of LUMA's regulatory strategy.
  • Participates in inquiries from relevant agencies and prepare responses and review correspondence from Puerto Rico regulatory agencies.
  • Collaborates and consults with internal and external legal counsel regarding participation in regulatory filings, proceedings, comments, and responses.
  • Other duties as assigned.
  • Follows all policies and procedures.
  • Performs major storm restoration work and associated drills as assigned.

Additional Job Description:

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Business, Engineering, Economics, Law, or another relevant field.
  • Post-Graduate studies in Engineering, Public Policy, or MBA is preferred.
  • Four years relevant experience in project management, regulated industries, finance, accounting, forecasting, economics, and/or law, or equivalent combination of education and experience.
  • Demonstrates knowledge and understanding of regulatory principles, statistical analyses, data analyses ad performance indices.
  • Strong team and project management skills including process oriented, organized, effective communicator, coaching and collaborative problem solving, ability to manage multiple workstreams and individuals on an ongoing basis.
  • Professional proficiency in Spanish and English.
  • Superior analytical and critical thinking skills with the ability to see the big picture and interpret and assess the short- and long-term impacts of actions and strategies.
  • Ability to effectively prioritize workloads, meet deadlines and resolve conflicting priorities in a fast-paced, and dynamic work environment.
  • Ability to effectively communicate (both oral and written) with all levels of employees and external parties including consultants, legal counsel, regulatory agencies and industry stakeholders. Ability to develop and deliver effective presentations and facilitate meetings related to strategy, training, project task priorities, and collaborating with various stakeholders and contributors.
  • Ability to develop creative, strategic, and data-driven solutions to complex problems and identify areas of opportunities.
