Responsibilities
Responsibilities will include but not be limited to:
- The primary function of this role will be to take on the responsibilities of supporting the E&C Facilities Development Projects team in developing ROM, Class 5 & Class 4 Estimates for process and pipeline facilities.
- Produce supporting documentation for estimates (plan, basis, reconciliation, benchmarking analysis, class readiness checklist)
- Provide estimate review and validation of EP/EPC estimates for construction and engineering
- Provide estimate review and validation of Project Manager/Engineer produced TIC estimates
- Strive to continually improve estimating accuracy through incorporation of actual cost data and feedback into future estimates
- Provide support & ad hoc analysis to management, project managers & project engineers (i.e. escalation forecast, benchmark costs, unit rates, capacity, equipment & installation factors, attend risk reviews, etc.)
- Provide support in establishing, developing and maintaining project cost databases
- Provide support in developing and maintaining cost estimating processes, procedures, tools and templates
- Collaborate with Project Controls to ensure estimates are mapped to the current Work Breakdown Structure (WBS)
- Ensure consistency across Engineering & Construction cost estimates and related systems & tools, that adhere to ISO 9001 based Capital Project Management System (CPMS)
Role Qualifications
- A minimum of 10 years’ experience in a cost estimating role, ideally with an owner / operator (Construction Contractor, Fabrication Contractor & EPCM/EPC backgrounds may also be considered)
- Experience in estimating process and upgrading plant facilities and / or pipeline facilities (compressor stations, pump stations, meter stations, LACT’s) is preferable
- Proficiency in producing conceptual TIC estimates preferably in the mid-stream or heavy industrial industry
- Engineering background (P. Eng or CET) or construction management degree/diploma
- AACE accredited as a certified cost engineer or certified cost professional
- Proven understanding of project management and project control techniques and principles
- Advanced knowledge of project cost estimating, project cost, scheduling, and risk analysis tools
- Advanced computer skills in Microsoft Excel, MS Teams, Word, Power Point, Outlook, SharePoint. Experience in SAP, PRISM, Project Controls software, and in Business Analytics tools would be considered an asset
- Experience in developing and maintaining a project cost database is considered an asset
- Certifications: P. Eng, CET, CCE, CEP, PMP, or other similar designations are considered assets
- Strong oral and written communication skills, critical thinking and problem-solving abilities

JOB SUMMARY
