We are working with a Major Oil & Gas operator to source a Cost Engineer. This is a long-term contract role. Please see details below.
Title: Cost Engineer
Start Date: ASAP (typically within 1 month notice)
Location: Qatar
Working Schedule: 5 days per week / 8.5 hours per day
--Experience Required-
Key Job Accountabilities
• Set up the Cost management process and system for the FEED and beyond (till Final Investment Decision).
• Maintaining WBS and interface with Finance in Projects. Maintaining interfaces between cost control and accounting systems, monthly cost reporting.
• Develop Forecast and report every month to generate early warning.
• Perform trend analysis and analyze the root causes to provide recommendation.
• Cost input to assist the PS Manager in preparing Monthly Project Report, LE, EAC.
• Implementation of process/procedure for the Cost Engineering tool.
• Assist and support Project Services Lead in MoC coordination.
• Interface with ERP system for Cost/schedule entries.
• Maintain project trend/change log and provide extra check on forecasting.
• Collating project progress data and prepare the monthly accountability package.
• Ensuring that Monthly Reports are prepare and available by agreed upon calendar day each month to stakeholders.
• MOC (Management of change) focal point.
• Establishing and monitoring owners' team CTRs
• Facilitating auditing for Contract and other processes.
• Evaluating, monitoring, and analyze Contractors' performance, providing early warning on any deviations, advising mitigation measures,
--Minimum Requirements--
Qualifications
• Engineering Degree and/or Certification or equivalent
• Experience of project control in high value contracts
Knowledge and Key Skills
• Experience as Cost Engineer role on large capital projects and portfolio projects. (Both from owners' side and contractor side)
• Minimum of 12+ years industry experience, preferably in Project Cost Engineering roles in mega complex brownfield projects.
• Experience and Deep understanding of FEED engineering works, Earned Value management system.
