Job Description

The Texas General Land Office is seeking an Attorney V (Oil and Gas Attorney) within the General Counsel Department of the agency.

The Oil and Gas Attorney performs highly advanced (senior-level) legal work. Work involves planning and organizing work, interpreting laws and regulations, preparing legal documents, rendering legal advice and counsel, consulting with trial attorneys, conducting hearings, and assisting in preparing cases for agency hearings and/or trials. May train others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.

What Your Contributions to the GLO Will be:

  • Advise client divisions, and sometimes the public, with minimal supervision, regarding legal issues related to oil, gas, and energy matters.
  • Work with and advise Energy Division and Financial Management audit and revenue staff in connection with billings to and collections from energy lessees.
  • Assist with the preparation and coordination of mineral leases, pooling agreements, production sharing agreements, and other documents necessary for PSF mineral development and for the satisfaction of other assigned responsibilities.
  • Keep up to date on legal issues relevant to the client divisions through regular training and attendance at, and contributions to, continuing legal education.
  • Evaluate and respond to lessee bankruptcy filings. Advise client divisions of lessee bankruptcies and relevant restrictions on billing and communications.
  • Proactively assume any and all duties necessary to fulfill the agency's obligations.

Qualifications:

Minimum Qualifications:

  • Membership in good standing in the State Bar of Texas
  • At least five years experience practicing oil and gas law

Preferred Qualifications:

  • Some experience in additional energy or related legal practices, e.g. hard mineral leasing, produced water issues, carbon sequestration, or renewable energy leasing.
  • Some familiarity with State agencies.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
