Overview

Rhode Island Energy, a PPL Services Company is looking for a Supervisor to join their Gas Construction team. This posiiton will be responsible for the daily oversight of gas construction, pipeline welding, and paving operations while supervising a diverse workforce of internal and external employees. They will oversee the performance of construction personnel, field operations employees, oversight inspectors, external contractors, gas emergency first responders, service persons, mark-out personnel, and other company or contractor employees on Rhode Island Energy sites, ensure the safe, efficient, compliant, and reliable delivery of natural gas across the Rhode Island Energy service territory, and manage projects within the gas construction portfolio to include pipeline installation / replacement, installation of regulator stations, complex gas construction activities, asphalt and concrete restoration activities, welding operations, and respond to gas emergencies.

Responsibilities

Key Accountabilities
  • Ensure the safety, reliability, security, and integrity of our gas customer's premises as well as the Company's distribution system, consistent with company goals, objectives, and policies, in full compliance with existing and future governmental codes and regulations.
  • Sound implementation of policies and procedures that ensure public safety, maximize customer satisfaction, and fulfil statutory requirements while meeting or exceeding performance targets
  • Protect the safety of the public, company property, and personnel through monitoring and enforcement of work rules, standards, and procedures for emergency response, leak investigation, and other scheduled work while remaining fully compliant with regulations and within budgetary limitations.
  • Enforce adherence to engineering designs, project plans, construction standards, as well as permit and regulatory requirements.
  • Supervise a culturally diverse workforce through coaching, counselling, and team building to accomplish job tasks effectively and efficiently.
  • Responsible to ensure safe working conditions are maintained through field inspection of work sites and equipment to protect the safety, health, and wellbeing of employees, contractors, customers, and the public.
  • Applicants should have quality labor relation skills to interpret contract language, resolve grievances and discipline cases, initiate and institute corrective action where necessary.
  • Maintain compliance with O.S.H.A., PUC, DOT regulations, PHMSA, and Operator Qualifications.
  • Participate in storm response and restoration or other system emergencies (gas or electric) as called upon. Participate in after hour supervisory duties.
  • Interact and collaborate with cross functional teams to manage delivery of construction projects. Incudes interfacing with key external stakeholders, government agencies, union leadership, and contractors.

Qualifications

Qualifications
  • Candidates must have a bachelor's degree in relevant management, business, or engineering fields or an equivalent combination of education and related experience on a year for year basis.
    • Related Experience to include field operations and/or supervisory work experience will be considered.
    • Prior leadership positions or previous roles within Gas Construction, Gas Field Operations and Customer Meter Services are strongly preferred.
  • Strong leadership, influencing, customer orientation and communication skills, providing the ability to promote teamwork and harmonious conditions between site staff, project teams and contractors.
  • Candidates with a bachelor's degree and / or related field operations work experience will be considered. Prior leadership positions or previous roles within Gas Construction, Gas Field Operations and Customer Meter Services are a plus.
  • Preferred technical knowledge of gas distribution systems, engineering, gas utility construction and maintenance practices, asphalt and concrete restoration processes, welding experience, or knowledge of state and federal gas codes. API1169 certification is favorable.
  • Working knowledge of common industry information systems and technologies related to gas field operations (GIS, DIGSAFE etc).
  • Applicant must exhibit proven supervisory skills. Illustrate the capability to work effectively in a team environment and maximize performance of others.
  • The candidate must demonstrate exceptional commitment to ethics, compliance, and safety.
  • Must possess strong oral and written communication skills with the proven ability to execute solid planning and optimize resources that will enable the department to meet deadlines, achieve organizational goals.
  • Familiarity with AGA, NGA, ANSI, API and other industry practices is preferred.
