Job Summary

The College of Eastern Idaho (CEI) is seeking a Program Manager to lead the development and implementation of a new Nuclear Informed Trades and Technology program. This is a grant-funded, three-year position (ending December 2028) under the EDA Good Jobs Challenge Grant. The program manager will be responsible for developing curriculum in partnership with industry leaders and content experts, to ensure that trade and technologies workers are able to perform their jobs safely in facilities that work with nuclear materials. The program manager will also be responsible for implementing training programs and placing graduates into high-quality jobs. This role requires strong leadership, industry collaboration, and a commitment to workforce development.

This is a grant-funded position which will end on December 31, 2028.

Typical Job Functions
Curriculum Development & Industry Collaboration
  • Develop curriculum for Nuclear Informed Trades and Technology with industry input and content experts.

  • Align curriculum with associate degree programs, certificate programs, apprenticeships, and skill-enhancement initiatives for workers.

  • Coordinate with Western Wyoming Community College, Idaho State University, and Union Training Centers to share curriculum and expand program reach.

  • Establish and lead an advisory committee of industry partners and educators.

  • Ensure compliance with industry standards and educational best practices.

Program Implementation & Training
  • Recruit, enroll, and train students using the newly developed curriculum.

  • Supervise program instructors and coordinate adjunct faculty as needed.

  • Develop and implement strategies to support incumbent workers and transitioning professionals.

  • Maintain program budget, procure necessary materials, and manage program resources effectively.

Student Placement & Industry Partnerships
  • Establish internships, apprenticeships, and direct-hire agreements with employers.

  • Work closely with industry partners to place graduates into high-quality jobs.

  • Work with CEI's Center for New Directions to provide wrap-around services and career support, including resume development, interview preparation, and professional networking opportunities.

Tracking and Reporting
  • Ensure alignment with CEI policies, accreditation requirements, and grant guidelines.

  • Track program outcomes and provide reports on student success and job placement.

  • Track efforts for reporting purposes.
  • Performs other job-related duties as assigned.

Minimum Qualifications
  • Experience working in nuclear-related trades or industries.
  • Prior experience managing federally funded programs or grants.

  • Bachelor's degree in education, workforce development, engineering, trades, or a related field.

  • Minimum 5 years of experience in workforce training, technical education, or project management.
  • Experience developing curricula, industry partnerships, and workforce development initiatives.

  • Strong project management skills, including budgeting, reporting, and performance tracking.

  • Ability to collaborate with educational institutions, employers, and community organizations.

  • Excellent communication and leadership skills.
  • Incumbent must reside in Idaho (Currently CEI does not sponsor H-1B Visas)

Additional Desired Qualifications
  • Knowledge of apprenticeship programs, workforce training models, and career pathway development.

  • Familiarity with Idaho's higher education and workforce training landscape.

  • Bilingual (Spanish preferred).

Physical Demands and Work Environment:

Employees work indoors and are protected from weather and/or contaminants, but not, necessarily, occasional temperature changes. The employee is regularly required to sit and often uses repetitive hand motions.

On-site work is essential and regular predictable attendance is required. Employees may be required to work at occasional events and handle tasks outside of regular working hours.
