Duties and Responsibilities
Coordinates activities of the Water Utility Engineering Section, including defining roles and issuing instructions. Manages Capital Projects and other initiatives, overseeing planning, design, and contract management. Acts as a liaison with consultants, contractors, utility providers, and city departments on construction projects. Ensures work complies with policies and meets objectives. Arranges field investigations, planning, design, inspection, and contract management for municipal water and wastewater projects. Reviews and approves plans for new subdivisions, commercial developments, and construction projects to ensure they meet city standards. Maintains system maps, advises city officials and the public on water and wastewater issues, and interacts with engineering, drafting, and inspection personnel. Prepares project estimates, reviews and approves contract plans, and manages contract bids and payments. Develops budgets, prepares city council items, and responds to citizen complaints. Updates city standards with new technology and consults with contractors and citizens about construction and utility issues. Facilitates utility relocations and maintains good public relations. Attends civic meetings, presents technical reports, and manages outside consultants for special projects. Acts as a liaison with the Emergency Management office, oversees disaster training for the Water Utilities Department, and coordinates disaster response if needed.
Minimum Essential Qualifications
Education/Experience: Bachelor's degree in Civil Engineering or related field PLUS 3 yrs. engineering experience in public works, public utilities, or related field with water infrastructure projects that includes 1 yr. exp. with investigation, design and applying civil engineering principles and construction practices for municipal water and wastewater systems. Professional Engineer license from State of TX Bd. of Professional Engineers & Land Surveyors or able to obtain. Pre-employment background check & drug-test.
