The City of Richmond, Department of Public Utilities, Gas and Light Division is seeking several qualified candidates to fill the Gas Construction Inspector position. The incumbent will ensure that all assigned projects for the installation, upgrade and repairs of gas facilities are completed in a timely manner and conforms with city and state guidelines, 49 CFR 192 and contracted terms.

This position is considered an Essential Personnel, which means that the incumbent is required to work when the city is closed due to public emergencies, critical or hazardous conditions or inclement weather.
This individual may be required to work nights, weekends, holidays or on-call as needed.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS AND ABILITY
Considerable knowledge of city, state, and federal codes, safety guidelines and regulations regarding gas systems/pipelines. Ability to identify hazardous situations. Considerable experience with gas service line maintenance and repairs. Considerable experience repairing mains and segment replacement. Demonstrated skill working with various gas line/main materials such as cast iron, ductile iron, steel, and plastic. Considerable experience investigating gas leaks, shutting down and starting up (pressurizing) gas mains. Ability to utilize related equipment such as pipe locating equipment, CGI testing equipment, Flame Packs, and Multi-meters. Computer proficiency, including RGW specific software (e.g. GIS, WMS, and IM). Demonstrated ability to prioritize, multitask, and supervise others while managing time effectively.

The City of Richmond, Department of Public Utilities, Gas and Light Division is seeking several qualified candidates to fill the Gas Construction Inspector position. The incumbent will ensure that all assigned projects for the installation, upgrade and repairs of gas facilities are completed in a timely manner and conforms with city and state guidelines, 49 CFR 192 and contracted terms.
Duties include but are not limited to
- Ensuring all of the City of Richmond's, Department of Public Utilities O & M manual procedures are strictly adhered to;
- Coordinating contract administration issues and fiscal management responsibilities to include scheduling, cost control, accounting, site communications and project correspondence for multiple projects;
- Inspecting work sites for safety compliance with OSHA, DOT and VDOT traffic safety standards and guidelines;
- Investigating citizen complaints and initiatives and initiates corrective action when necessary.

MINIMUM TRAINING AND EXPERIENCE:
- High School diploma or GED;
- One year of specialized training or technical training beyond high school;
- Five years of related work experience;
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Operator Qualification
- Valid Commonwealth of Virginia Driver's License
PREFERRED QUALIFICATIONS AND EXPERIENCE:
- Experience installing or repairing residential and/or commercial gas lines;
- Experience investigating gas leaks;
- Experience working on a municipal gas or water distribution system;
- At least seven years of construction experience;
- Experience monitoring traffic and safety conditions related to construction activities;
- Experience reading Gas/GIS map systems;
- Familiar with Miss Utility of Virginia.
