Regulatory Compliance Program Manager (Gas Compliance)

This job is eligible for relocation assistance to assist with moving-related expenses to relocate to the Colorado Springs area.

As a Regulatory Compliance Program Manager at Colorado Springs Utilities, you will monitor and manage our natural gas compliance programs to ensure our gas pipeline operations adhere to state and federal regulatory and compliance standards. You will be our subject matter expert regarding 49 CFR 192, the federal safety standards regarding pipeline transportation of natural and other gases, to ensure our compliance with these regulations and requirements. You will also provide leadership, functional and technical expertise, and work directly on issues related to federal, state, and local regulations, which may include the Public Utilities Commission (PUC), Department of Transportation (DOT), and the Pipeline and Hazardous Materials Safety Administration (PHMSA).

What Else Will You be Doing?
  • Providing direction, development, implementation, and monitoring of gas compliance programs in partnership with senior leadership
  • Providing strategic guidance and oversight for the processes, training, and implementation needed to ensure full compliance with mandatory gas pipeline regulatory standards and requirements
  • Serving as Colorado Springs Utilities' primary compliance contact with Federal, State, and Local Regulatory Agencies, including coordination of compliance reporting to Regulatory Agencies as well as standard development on Colorado Springs Utilities' behalf
  • Leading the effort to coordinate Colorado Springs Utilities' participation in industry responses to new and evolving legal and regulatory rulemaking regarding regulatory standards and requirements
  • Providing strategic counsel in order to direct compliance issues through appropriate channels for investigation and resolution - and consulting with in-house and retained counsel, as needed, to resolve difficult compliance-related legal issues
  • Developing, initiating, maintaining, and revising policies and procedures for compliance programs and related activities
  • Establishing and monitoring an internal audit program to remain abreast of the status and trends of all compliance activities within the organization
  • Instituting and maintaining an effective compliance communication program including a heightened awareness of employee responsibilities, and a thorough understanding of new and existing issues, policies, and procedures
  • Monitoring the performance of the compliance program and related activities, ensuring continued process improvements

Who You Are
  • Demonstrated regulatory knowledge of 49 CFR 192, and expertise to provide consultation of 49 CFR 192 code requirements
  • Knowledge of the natural gas utility industry and pipeline safety is valued
  • Bachelor's Degree in Engineering, Information Technology, Legal Studies, Business, Management, or a related field is valued
