Job Purpose

The Head Of Commissioning is responsible for managing all aspects of the commissioning disciplines across the NFPS COMP Project. This role supports EPC Management teams in ensuring the safe, efficient, and successful delivery of both onshore and offshore EPC scopes. The scope includes oversight of 5 new Jackets, 6 new Topsides Decks, Pipelines, Spurlines, Composite and Fibre Optic Cables, and major modifications to 34 existing platforms. The role emphasizes driving onshore commissioning efforts and optimizing offshore activities while ensuring alignment with project quality, HSE, and scheduling standards.


Key Job Accountabilities

  1. Onshore Commissioning Optimization

    • Maximize the scope of onshore commissioning to minimize offshore commissioning requirements, reducing schedule risk and enhancing operational readiness.

  2. Systems Completion Oversight

    • Manage systems completion and commissioning deliverables in collaboration with the systems completion team for incorporation into EPC work packages.

  3. Process & Interface Development

    • Develop and maintain interfaces and procedures related to Mechanical Completion, Systems Completion, Turnover, and Final Acceptance processes.

  4. Leadership & Technical Oversight

    • Provide leadership to internal systems completion teams and external contractors/vendors to ensure quality deliverables meet project schedules and budgets.

  5. Change Management & Recovery Planning

    • Steer systems engineering design within the change management framework; initiate recovery actions to address potential schedule slippages.

  6. Engineering & Execution Management

    • Manage all engineering execution aspects, including toolsets, software platforms, project staffing, and progress monitoring and reporting.

  7. Systems Completion Philosophy

    • Oversee development and alignment of systems completion philosophy and documentation with OPCO and other key stakeholders.

  8. Integration of EPC RFSUs

    • Ensure coordination and integration of various EPC RFSUs to deliver complete facility RFSUs.

  9. SIMOPS & Interface Coordination

    • Lead coordination efforts to manage complex internal and external interfaces, particularly during simultaneous operations (SIMOPS).

  10. Lessons Learned & Continuous Improvement

  • Integrate past project Lessons Learned (LLs) into contractor scopes and ensure new LLs are captured and reported for continuous improvement.


Qualifications

  • Education: Bachelor's Degree in Applied Sciences or Engineering.

  • Certifications: Offshore survival and medical certifications as applicable.


Knowledge and Experience

  • Experience:

    • Minimum 10 years’ experience across project phases (engineering, procurement, construction) with a strong focus on commissioning in large-scale oil & gas projects.

    • Minimum 2 years in a supervisory or leadership capacity overseeing vendors or service providers.

  • Technical Skills:

    • Strong understanding of pre-commissioning, commissioning, and systems completion workflows.

    • Expertise in engineering design standards, safety criteria, and compliance with contract specifications, codes, and international standards.

    • Familiarity with LNG-specific vendors and systems, including compressors, power generation units, and control systems.

  • Project Management:

    • Broad experience in Brownfield modifications and managing simultaneous operations (SIMOPS).

    • Proven track record of managing EPC Contractor handovers and operational start-up phases in major oil & gas projects.
