Job Title: Budgeting and Reporting Manager

Location: Atyrau, Kazakhstan

 

Job Purpose

The Budgeting and Reporting Manager leads the company's budgeting, financial planning, and reporting functions to ensure optimal use of financial resources and strategic alignment. This role oversees the preparation, consolidation, and analysis of financial data, ensuring compliance with internal policies and regulatory requirements. It also plays a key role in supporting executive decision-making by delivering timely and insightful financial information.

 

Key Responsibilities

Budgeting & Financial Planning

  • Lead the end-to-end annual budgeting process, including the creation of budget templates, schedules, and procedures.
  • Collaborate with departmental leaders to collect, review, and consolidate budget submissions.
  • Develop, update, and maintain long-term financial forecasting models.

Financial Reporting & Compliance

  • Prepare and present monthly, quarterly, and annual financial reports (P&L, balance sheet, cash flow).
  • Ensure all reports comply with IFRS and internal reporting standards.
  • Maintain effective internal controls to guarantee accuracy and integrity of financial data.
  • Coordinate with internal and external auditors for regular audits and reviews.

Financial Analysis & Strategic Support

  • Analyze budget-to-actual variances and present actionable insights to senior leadership.
  • Conduct in-depth financial analysis to support business initiatives and long-term planning.
  • Provide strategic advice based on financial data, trends, and performance metrics.

System & Process Optimization

  • Develop and enhance reporting systems and tools to improve efficiency.
  • Identify opportunities for continuous improvement in budgeting, forecasting, and reporting processes.
  • Lead or support implementation of new financial tools and best practices.

Stakeholder Communication

  • Communicate financial performance, forecasts, and strategic insights to senior management and other key stakeholders.
  • Serve as a financial advisor to various departments, aligning their goals with financial strategy.

     

Qualifications & Experience

  • Education:
    • Bachelor's degree in Finance, Accounting, Economics, Public Administration, or Business Administration (or related field).
    • Master's degree or professional certification (e.g., CMA) strongly preferred.
  • Experience:
    • Minimum 8 years total work experience, with at least 5 years in a supervisory or managerial financial role.
    • Experience in GCC markets is a plus.
    • Exposure to project finance, structured finance, investment banking, or similar environments is preferred.

       

Knowledge & Skills

  • Expertise in IFRS, financial consolidation, and compliance.
  • Advanced financial modeling and analysis capabilities using Microsoft Excel and other tools.
  • Proven experience with budget preparation, forecasting, and financial performance management.
  • In-depth knowledge of financial markets, instruments, and regulatory frameworks.
  • Familiarity with ERP systems-SAP functional skills are a must.
  • Strong leadership, communication, and stakeholder engagement skills.
  • High attention to detail, with the ability to interpret complex financial data and deliver actionable insights.
