JOB DESCRIPTION
The safe and effective delivery of a portfolio of Brownfield Safety Critical Projects on multiple offshore platforms; including large production complexes (multiple platforms bridge linked) and remote Wellhead Towers, located offshore within the UAE under an EPCM contracting model.
Effective overall delivery of execution delivery on an assigned asset, which could be a production Complex or a number of Wellhead Towers. This encompasses both Construction and Commissioning activities as well as the movement of accommodation barges, utilisation of workboats, and receipt of materials etc.
Provide certainty and confidence to the Client and Wood Project Sponsor, that the contract is being delivered safely with a strong focus on optimization, cost control, risk management, schedule adherence and stakeholder management.

RESPONSIBILITIES
- Develop and maintain a Project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for specific scopes.
- Develop project budget per project estimate and CTR Catalogue.
- Manage the project work approval process, including accurate cost code allocation, initial budget set-up, and approvals.
- Develop and maintain project cost plans using appropriate software applications.
- Monitor and control cost commitments and expenditures through all project lifecycle phases.
- Liaise with project management, project planning and others as required to ensure accuracy in project cost phasing and forecasting.
- Liaise with procurement, finance, and time-capture functions and third parties as required to ensure accurate and timely capture of procurement, materials, subcontract, and labour man-hour costs. Ensure costs are allocated accurately per the approved project WBS.
- Liaise with engineering, procurement and construction functions, and others as required, to maintain awareness of project activities and their impact on the project budget, schedule and cost forecast.
- Provide copies of project cost performance reports per project reporting requirements.
- Produce and issue updates to project cost forecasts.
- Monitor and report on the cost impact of project manpower forecasts.
- Coordinate the development and issue of project change orders/variations per engineering and construction change notifications.
- Assess and communicate the cost and schedule impact of change notifications.
- Monitor cost impact of achievement/non-achievement of major project milestones.
- Monitor overall project cost performance and contingency drawdown.
- Attend internal project progress and performance status meetings as required.
- Participate and lead Project Controls Compliance and Continuous Improvement Reviews.
- Delegate and manage the work of subordinate project control staff as required.
- Liaise with the Planning discipline to ensure accurate and timely budget control and forecasting and that the impact of all change requests is correctly assessed and included in the schedules.
- Participate in cost and estimate risk analysis sessions as required.

QUALIFICATIONS
- Requires a bachelor's Degree in a relevant technical or business discipline.
- At least 10 years of relevant cost control or estimating experience.
- Advanced knowledge and application of Cost Engineering principles.
- Advanced knowledge of computerised cost management and reporting systems is preferred, together with the ability to consolidate cost data from several sources for overall presentation.
- Prior experience with Wood's Imperium system will be deemed beneficial but not essential.
- Strong knowledge of engineering and construction projects in the oil and gas industry, preferably in both onshore and offshore environments.
- In-depth understanding of project management principles and techniques.
- Strong understanding of Cost Control, Estimating, Change Control and Risk Analysis.
- Prior experience in a Senior cost role.
- Previous experience in Lump-Sum projects is preferred but not essential.
