Summary
Responsible for maintaining and renovating the County's central chiller/boiler plant(s) and respective facility(s) as well as oversee and training crews in the position's area of responsibility. Work includes assisting in prioritization and assignment of ongoing HVAC projects as well as routine, preventative, and emergency maintenance. This is a highly skilled position requiring advanced knowledge of boilers, HVAC/R, refrigeration, electrical distribution, and control system maintenance and operation. Skills needed for this position will enable the employee to correctly repair issues with little to no supervision. Position also includes maintenance, repair, and replacement of various equipment including, but not limited to: boilers, chillers, pumps, package rooftop units, air handling units, variable air volume (VAV) terminal units, split systems, ice machines, walk-in coolers/freezers, and all related valves, actuators, and direct digital controls (DDC) systems incorporated with said systems.

QUALIFICATION REQUIREMENTS: High school graduation (or equivalent) and 8+ years of experience with HVAC/R related systems including at least 5 years in-depth experience with chiller and boiler plant operations. Must have EPA Universal Certification. Must have attended a certified HVAC/R school or vocational college, or through work experience on a one-on-one basis in order to receive HVAC/R certification. NATE, ASHRAE, or ACCA certified is a plus.
Supplemental Information
KNOWLEDGE, SKILLS, AND ABILITIES: Strong knowledge of chillers, boilers and water treatment systems. Able to multitask in overseeing several crews in the performance of multiple job tasks or projects. Able to read and interpret controls, mechanical/electrical/plumbing (MEP) drawings, blueprints, schematic/ladder diagrams, and system operational/installation manuals. Must have an in-depth understanding of HVAC/R systems and knowledge in computerized Energy Management Control Systems to properly diagnose and troubleshoot such systems. Able to organize and prioritize assigned tasks with little to no supervision. Perform mathematical calculations to troubleshoot systems and find faults. Must be able to communicate effectively, both orally and in writing. Establish and maintain effective working relationship with coworkers, contractors, and the public. Proficient understanding of refrigerant cooling, cooling and heating hydronic systems, gas and electric furnaces, heat pumps, walk-in coolers, freezers, and ice machines. Strong understanding of applicable code requirements.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS: While performing the duties of this job, the employee is regularly to sit and stand; use hands to finger motion; handle or feel; reach with hands and arms; and talk and hear. The employee must frequently bend, stoop, squat, lie down, and walk. The employee must frequently lift and/or move objects weighing up to 30 pounds, such as tools and equipment, and must occasionally lift and/or move objects weighing up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus and perceive color. Vision may be corrected with glasses or contact lenses. Employee will be required to work in office building and warehouses with standard incandescent, LED, and fluorescent lighting; to handle and properly dispose of hazardous chemicals; work in areas of loud noise; tolerate outside conditions including exposure to adverse weather conditions; and work in areas of extreme and potentially hazardous noise levels.

Essential Duties
- Assist with establishing and maintaining preventative & routine HVAC/R maintenance programs for assigned Lubbock County facility.
- Training and lead technicians in the repair, replacement and installation of HVAC/R equipment.
- Operate boiler/chiller plant while ensuring proper operating pressures, temperature differentials, and water chemistry; clean and maintain respective cooling towers.
- Plan and coordinate any required shutdown, isolation, or redirection of services or systems within the HVAC area of responsibility to support modifications.
- Maintain and repair gas burners and burner diffusers, nozzles, registers, and dampers.
- Monitor HVAC/R equipment to ensure it stays in optimal working condition and repair or replace equipment as necessary.
- Perform blow-downs, valve lineups, and oversee operating components.
- Repair or replace electrical components including relays, transformers, electrical motors, motor controls, starters, capacitors, actuators, contactors, etc.
- Service and conduct visual inspections of equipment, fittings, pipes, and joints for chilled and heating water loops; patch and repair any/all pipe insulation.
- Assist in identifying system depreciation and failures to incorporate repairs or replacements into the Department's projected 5 to 10-year plan.
- Complete work logs, work orders, and paperwork necessary for documentation of equipment serviced and work performed.
- Maintain tools, equipment, and materials in an orderly and safe condition.
- Respond to 24-hour emergency maintenance calls and provide after-hours overtime work as needed.
- Safely test, install, troubleshoot, service, repair, and modify control systems equipment and component parts in relation to HVAC/R and domestic hot water generation.
- Assess needs and survey vendors to provide best price quotes to comply with the County's purchasing policy; create bill of materials and/or order required items for any work performed.
- Ensure compliance with all applicable County policies.
