Job Description
Energy Program Specialist I or II
Energy is the bedrock of modern society. The energy landscape is rapidly evolving and diversifying, presenting exciting opportunities for innovation and progress. The Utah Office of Energy Development (OED) State Energy Program team is seeking two motivated and skilled Energy Program Specialists to manage grants that fuel impactful programs across the state. Your contributions will directly shape initiatives that benefit all Utahns. You will oversee specific grants, ensure compliance with requirements and standards, and have the opportunity to contribute new ideas for projects and programs supporting Utah's energy future. Important Note:This position may be filled at either the Program Specialist I or Program Specialist II level depending on the selected applicant's qualifications and experience. Salary will be based on the level at which the position is hired:
• Program Specialist I: $19.86 - $34.13 per hour
• Program Specialist II: $24.00 - $36.04 per hour

Responsibilities
• Develop and manage energy programs, projects, and initiatives under the direction of the Program Manager
• Interpret and apply agency policies, business practices, and relevant federal and state laws and regulations
• Ensure compliance with agency policy, state and federal laws, and funding source requirements
• Analyze, summarize, and review data; interpret results and provide recommendations to management
• Monitor, evaluate, and report on program operations, processes, metrics, and effectiveness
• Collaborate with local, state, and federal agencies and community organizations to enhance resources for economic development, emissions reduction, and energy reliability
• Support workforce development initiatives, including managing professional development events and educational fairs
• Oversee the contract renewal process and ensure contractor compliance
• Facilitate communication regarding program budgets, contracts, deliverables, invoices, and payments
• Represent the office professionally in internal and external communications
• Track and report time accurately across multiple program areas
• Perform other duties as assigned
Qualifications
Minimum Qualifications:• Experience managing projects or programs, including planning, execution, monitoring, and evaluation
• Experience with workforce development programs, educational initiatives, or professional training events
• Effective written and verbal communication skills; ability to build relationships with diverse stakeholders
• Strong analytical and problem-solving skills
• Organizational and execution skills to manage multiple priorities efficiently
• Creative thinking and initiative; ability to generate ideas and proactively solve challenges
• Familiarity with business, management, strategic planning principles, and administrative systems
Preferred Qualifications:• Experience within the energy industry is highly desirable
• Prior experience managing grants, including Requests for Proposals (RFPs) and contractor oversight
• Experience supporting or leading workforce development initiatives
• Knowledge of federal and state grant compliance practices

Working Conditions:• Standard office environment with appropriate lighting, heating, and ventilation
• Occasional local or statewide travel may be required
• Tasks involve typical office activities such as sitting, standing, walking, bending, and carrying light items
