Senior Nuclear Engineer - License Renewal
Overview
The Duke Energy License Renewal Project Team is dedicated to achieving regulatory approval for extended plant operations for the Duke Energy Nuclear Fleet through subsequent license renewal. The project team is seeking a licensing engineer to support various Subsequent License Renewal (SLR) application development and implementation projects. The position focuses on preparing, coordinating, and managing regulatory submittals and NRC interactions in support of extending the operating licenses of nuclear plants beyond 60 years. The position provides leadership and oversight for assigned licensing activities and may perform other activities associated with SLR projects. Effective communication with NRC management and staff is essential. The licensing engineer will work closely with the project team, site leadership and licensing personnel, and technical subject matter experts to ensure high quality submittals, successful submittal reviews, and efficient and effective NRC interactions. Developing positive working relationships to effectively coordinate work activities, achieving project goals, and representing the company positively and professionally are essential.

Responsibilities
- Ensures accomplishment of business goals and objectives through effective planning, organizing, estimating, scheduling and monitoring of work activities
- Develops or reviews SLR licensing documents such as, but not limited to, the Environmental Report, Aging Management Program updates, and Updated Final Safety Analyses.
- Coordinates submittal of licensing deliverables required to be transmitted to the NRC as part of SLR projects. Ensures the products are consistent with regulatory expectations and are high quality
- Collaborates with engineering, legal, plant staff, and other groups to ensure the completeness and accuracy of licensing deliverables
- Serves as the primary interface with NRC during regulatory calls, audits, and inspections
- Leads or participates in the development of responses to NRC requests for additional information (RAI) and other audit and inspection requests
- Interfaces with NRC project managers, inspectors, and technical reviewers during SLR review activities
- Creates and implements strategies and infrastructure to streamline licensing activities and improve overall project performance
- Maintains awareness of NRC regulations (e.g. 10 CFR Part 54) and internal Duke Energy nuclear licensing procedures and policies
- Advocates for improvements and efficiencies in NRC regulations that support the project team vision and mission
- Monitors, tracks, and verifies implementation of licensing commitments
- Supports public and industry meetings
- Develops licensing guidance and provides beneficial advice to the project team
- Generates presentations and papers for internal and external use
Basic/Required Qualifications
- Bachelor of science in engineering from an ABET accredited program
- A master's degree in engineering from an ABET accredited program will be considered in lieu of the B.S. Engineering degree
- Six (6) years of engineering work-related experience
- Five (5) years of engineering work-related experience if registered as a Professional Engineer
Desired Qualifications
- Excellent communication and presentation skills with the ability to interact with internal and external stakeholders, including the NRC
- Experience communicating complex regulatory or technical issues to management or industry organizations
- Specific plant knowledge of pressurized or boiling water reactor technology
- Proficiency in commitment tracking
- One or more of the following certifications:
- Licensed operator experience (Reactor Operator (RO), Senior Reactor Operator (SRO) or Professional Engineer's license
- Proficient in principles of project management
- Experience in the utility industry
- Ability to interact with a variety of individuals from various socio-economic, cultural and ethnic backgrounds.
Special Requirements
- This position may be required to have Emergency Response Organization (ERO) responsibilities which could include callouts with a defined response time to the site and an on-call duty rotation requiring the employee to be Fit for Duty
- Able to achieve nuclear site Unescorted Access/Security Clearance
- Required to wear personal protective equipment (hard hat, safety glasses, fall protection, etc.) as needed.
- Additional hours expected as workload/business need requires
- Occasional overnight travel
Working Conditions
- Typically, an office environment with some travel, plant, and field work to support design development and siting activities
- Hybrid - Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to their designated Duke Energy facility.
