Description
Under the general direction of the Building Commissioner and the Plumbing and Gas Inspector, perform skilled inspectional work in enforcing the provisions of the State Plumbing Code, Chapter 142, Section 13, of the General Laws and the Massachusetts Fuel Code to protect personal and public life safety; perform other related inspectional services with respect to sewers and sprinkler systems. This position is an on-call position to assist during vacation and/or sick time leave.
Responsibilities
- Enforce the provisions of the State Plumbing Code, Chapter 142, Section 13, of the General Laws and the Massachusetts Fuel Gas Code.
- Inspect all plumbing, gas piping, and gas appliance installations in the process of construction, alteration or repair for which permits are granted. Schedule all field inspections and consultations relative to construction of such systems. Assist the fire department in the investigation of gas-related incidents.
- Investigate and resolve all code violations and consumer complaints; issue orders for corrections and keep necessary records; mediate concerns and problems between homeowners and contractors.
- Attend all necessary association meetings, continuing education seminars, code update seminars relative to construction.
Sewer Inspection
- Conduct field inspections of all private sewers, new construction and repairs, to ensure proper installation according to the Town of Andover sewer by-law.
Qualifications
- Thorough knowledge of plumbing theory and practices, as well as related state and local laws and regulations relating to plumbing work.
- Demonstrated ability to read and interpret blueprints, drawings and building plans and the ability to prepare necessary diagrams.
- Ability to read, interpret and enforce regulations impartially, firmly, tactfully and communicate clearly.
- Ability to maintain complete and accurate inspection records.
- Knowledge of Continuous Quality Improvement practices; implement techniques to improve division and/or department services.
Education and Experience
Duties require High School diploma with additional technical education in the areas of plumbing and mechanical engineering; five years experience as a journeyman plumber and gas fitter; or any equivalent combination of education and experience.
Must possess a Massachusetts Master Plumber's License and Gas Fitting License, as well as a valid Massachusetts Class D motor vehicle operator's license.

- Inspections may be conducted in varying weather conditions and done under the hazards normally associated with construction sites.
- Duties require the operation of an automobile and specialized tools and testing equipment.
- Standard Work Week: On call temporary position, weekly schedule will vary.
- Salary: $40.00 per hour; no additional benefits
