General Purpose

The City of Idaho Falls is currently acceptingapplications for the position of Electric Utilities Design Technician. This position performs a variety of para-professional technical duties related to pre-construction design preparation, mapping, inspection, and planning as needed to aid in the construction and modification of new and existing electric service systems and electrical facilities and fiber optic extensions.

Essential Functions
Receives and reviews developer and engineering site plans submitted to the City for approval; reviews various changes and modifications; ensures compliance with established engineering design standards, local conditions and codes; as needed, meets with landowners, contractors and engineers to reconcile issues with electrical requirements.

Reviews and conducts research on legal descriptions, plats, site plans, boundaries, easements and right-of-way acquisitions on private and City properties for the design layout of overhead and underground power lines and transformer locations and street lights; reviews requests for vacation of existing easements or right-of-ways. When necessary, aids in the acquisition of easements for placement of utility infrastructure.

Reviews new power line designs or the relocation of existing electrical facilities with property owners, developers, private engineering firms and other utility companies; interfaces with utilities (gas, telephone, CATV) for the design and location of joint-use trenches and facilities.

Participates in the design of fiber optic infrastructure; coordinates with fiber optic department to identify project details and locations; establishes rules, regulations, criteria and standards for contractors related to fiber optic installations to ensure quality and consistency of fiber optic systems.

Provides the inspection of trenches, conduit installation and field electrical inspections for those projects assigned.

Utilize GIS and AutoCAD programs; draws, maps, and charts City Electrical System to identify placement of streetlights, poles, transformers, ancillary electrical equipment, guying specifications locations; performs field research of electrical system to identify exact location of equipment and installations; prepares field sketches of the same; utilizes various engineering calculations such as voltage drops, transformer sizing, conductor sizing, conduit/conductor pull calculations, fusing, and other miscellaneous calculations; may assist to create GIS layers by editing appropriate data for system input;

Assists the Work Flow Technician with project estimates for the public and division management, addressing materials, time and equipment.

Prepares connection and schematic diagrams for substations, traffic signals, and various supervisory equipment (i.e., remote control devices).

With the oversight and input of the Electrical Engineers, designs route, phasing, and equipment size and location for electric distribution system for all new residential and commercial developments.

Performs specialty tasks as assigned, involving inspection, designing, and development of electrical system.

Performs other related duties as required.

Minimum Qualifications

Education and Experience:

A. Completion of two (2) years of college level Engineering and /or Design Drafting and Two (2) years of experience in Civil Engineering Design and Drafting;

OR

B. Ten (10) years of experience in the construction and maintenance of electric powerlines;

OR

C. An equivalent combination of education and experience.
Knowledge, Skills, and Abilities:

Working knowledge of and experience with Computer Aided Design and Drafting (C.A.D.D.) techniques, drafting methods and procedures related to mapping and platting; civil and electrical engineering design standards; equipment and tools essential to produce professional maps and charts; mapping symbols and emblems; land survey methods and procedures; differences in types of power lines; software applications utilized in making engineering calculations, i.e., pull calculations.

Skill in cooperative problem solving. Skill in the use of various tools, i.e., AutoCAD, ArcView, GIS, Calculations Software, MS Software, Scientific Calculator, measuring tape, level, measuring rod, digital camera, etc.

Ability to read and interpret maps and charts; make complex mathematical calculations; ink and letter clearly and legibly, communicate effectively, verbally and in writing; recognize variations in power lines, for types and purpose; operate complicated electronic equipment; read and understand aerial photos, site plans and specifications; develop effective working relationships with private engineering firms, developers, contractors, private utility personnel (i.e., gas, cable TV, telephone), other City division personnel and general public. Some ability to interpret laws, ordinances and regulations common to power utility operations.
Special Qualifications:
Must possess and maintain a valid Idaho Class "D" Driver's license.
Must work under on-call situations.
Work Environment

Incumbent of the position performs in a typical office setting with appropriate climate controls with periodic field work subjected to variable weather. Tasks require a variety of physical activities, not generally involving muscular strain, related to walking, standing, stooping, sitting, and reaching. Essential functions require talking, hearing and seeing. Common eye, hand, finger dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Periodic local travel required in normal course of job performance. High voltage and mechanical hazards exist in the field. Necessary safety equipment may be required including hard hat, safety glasses & leather gloves. Periodic safety training is necessary.
