Description

The Wastewater Utility Superintendent is responsible for managing the operations of the Wastewater division within the Public Works Department. This position directs, plans and supervises the department's work, orders necessary tools and supplies, updates procedures, prepares various reports and maintains records, conducts inspections, and works with the public. This position is subject to twenty-four hour "call-out" for wastewater related emergencies. This position reports to the Director of Public Works.
Examples of Duties

  • Plans, integrates and evaluates the work of the Wastewater Utility division; develops, implements and monitors long-term plans, goals and objectives focused on achieving the city's mission and council priorities.
  • Ensures compliance and timeliness of work performed with applicable service level agreements, construction specifications, city ordinances, safety procedures and/or departmental operating procedures.
  • Interviews, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established policies, procedures, and guidelines.
  • Provides leadership and works with department staff in order to develop and retain highly competent, customer service-oriented staff through selection, compensation, training and day-to-day management practices which support the city's mission and values.
  • Integrates and directs the efforts and results of supervisors and staff engaged in the maintenance and repair of the city's public works, wastewater system infrastructure.
  • Monitors department budget proposals for consideration by the Director of Public Works. Assists in developing budgets for the Wastewater Utility Division of the Public Works Department and ensures that expenditures are in line with the approved budget.
  • Reviews and creates monthly, periodic and special reports on activities.
  • Performs emergency operations planning including winter operations and spring flood preparedness and operations.
  • Ensures that new public infrastructure i.e. (Utilities) meet the City of Buda's standards by performing periodic inspections.
  • Familiarization with City of Buda Code of Ordinances, subdivision codes, Water and Wastewater standard and specification codes, TCEQ rules and regulations, A.W.W.A. standards, and permit processes.
  • Promotes training and safety amongst personnel.
  • Performs other related job duties as assigned.

Typical Qualifications

Education and Experience:
High School diploma or equivalent; seven (7) years of experience in water, and wastewater operations. A minimum of three (3) years of management and/or supervision experience in Public Works environment.
Special Qualifications:
Valid State of Texas Class "C" driver's license. Valid Wastewater Collections II license or Class "C" Wastewater Treatment license required. A Wastewater Collections III license or Class "B" Wastewater Treatment license or higher is desired.
Supplemental Information

  • Knowledge of principles, practices and techniques of public works, utility engineering, and public works and utilities maintenance functions.
  • Knowledge of federal, state and local law, codes and regulations governing the administration of public works and public utilities functions and activities.
  • Skill in the use small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry.
  • Skill in using computers for word processing and/or accounting purposes.
  • Skill in the use of steel toed boots, safety glasses, gloves, vests, hard hats.
  • Ability to perform the job by following established standard operating procedures and/or policies.
  • Ability to perform the appropriate procedure or policy to apply to duties.
  • Ability to exercise sound judgment and make competent decisions in all matters.
  • Ability to exercise independent judgment and decision-making abilities necessary to apply financial skills effectively.
  • Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.
  • Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement.
  • Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech
  • Ability to lead, supervise, organize, and communicate effectively.
  • Soft skills of effective communications, team player, flexible, problem solver, accepts feedback, possesses confidence and creative thinking.
  • Knowledge of all applicable state laws and regulations related to the operation of a public wastewater collection system.
  • Requires extensive knowledge in construction practices and materials used in composition, engineering and configuration of Public Works wastewater infrastructure.
  • Knowledge of material, equipment, and practice used in the construction and maintenance of related facilities.
  • Ability to interpret plans and blueprints, compute material quantities and cost, equipment requirements, and labor requirements.
