GENERAL DEFINITION AND CONDITIONS OF WORK
Performs difficult skilled technical and administrative work supervising, planning, organizing, and directing the daily activities of the operations, construction, and maintenance crews for the natural gas distribution system; does related work as required. Work performed under the general supervision of the Gas System Manager. Supervision is exercised over subordinate personnel.
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm's length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils, and wearing a self-contained breathing apparatus.
ESSENTIAL FUNCTIONS/TYPICAL TASKS
Managing all activities of the Gas Technicians, planning, directing, scheduling, and managing operations, maintenance, and supervising the fieldwork of the City's natural gas and liquid natural gas system and the completion of all field-required records; handling citizen service requests and complaints; ensuring compliance with all safety regulations.
Provides coordination, facilitation, and direction in support of the day-to-day activities of the construction, maintenance, and operation crews to optimize productivity in the field;
Schedules and oversees routine maintenance activities and regulatory compliance surveys such as leak surveys, atmospheric corrosion inspections, cathodic protection inspections, rectifier inspections, hazardous piping inspections, and valve inspections (critical/non-critical);
Oversees the gas measurement team that installs commercial and industrial meter sets:
Ensures accurate measurement of customer consumption;
Oversees the testing, repair and replacement of meters, regulators, and regulator stations;
Calculates and properly sizes industrial meters, regulators, and relief capacity;
Oversees operation, maintenance, and insures safety and regulatory compliances for the City's liquid natural gas plant;
Provides technical and operational expertise to Field Operation personnel;
Surveys job sites before instructing crews on large or complicated projects;
Implements policies and procedures to ensure a safe environment for our customers, employees, and the public;
Manages field activities to establish the highest level of customer satisfaction;
Resolves customer complaints in a timely and constructive manner;
Participates in field operation during the absence of the Gas Crew Leader and Gas Pipeline Inspector, fills in as needed;
Analyzes survey results and schedules appropriate corrective actions;
Responds to and leads field activities concerning emergencies, outages, and pressure problems;
Observes, coaches, develops employees, and administration of the career development plan;
Prepares and conducts timely and effective Performance Reviews personnel;
Reviews and maintains compliance field documentation;
Interfaces with North Carolina Utility Commission Pipeline Safety inspectors related to DOT compliance;
Assists in the preparation and management of the annual operations budget;
Makes recommendations for revisions to or development of policies, procedures, and standards;
Participates in the emergency on-call rotation schedule as needed;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
Comprehensive knowledge of the maintenance, repair, and installation practices of gas line pipefitting; thorough knowledge of the occupational hazards and safety precautions of the work; thorough knowledge of the specialized tools and equipment related to gas pipefitting and skill in their use; engineering standards and specifications related to gas system work; gas service policies and procedures; federal regulations concerning gas pipeline safety standards; operation and service manuals and to understand and follow oral and written instructions; GIS and ability to read utility maps; general knowledge in the use of standard office equipment and associated software (e.g. MS Office, MS Excel, and MS Word, etc.); ability to assign and supervise the work of others; ability to prepare simple reports and maintain records; ability to operate equipment related to the area assigned; ability to work independently; ability to detail solutions in writing and verbally; ability to establish and maintain effective working relationships with associates and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school, with extensive experience in skilled maintenance, repair, and installation of gas pipelines and service, including supervisory experience.
SPECIAL REQUIREMENTS
Possession of an appropriate Class A commercial driver's license valid in the State of North Carolina or state of residence within six (6) months of employment. Possession of OSHA Trenching Competent Person certification within six (6) month of employment. Ability to obtain heat fusion certifications within one year of employment. Possession of or ability to obtain CPR and basic first aid certification within one year of employment.
