The Opportunity: The Offshore Energy (OFE) Logistics Manager and Buyer is responsible for all logistics in support of a Subsea Rock Installation Vessel (SRIV) and for overseeing procurement of parts and services raised by SRIV crew and projects personnel.

The successful candidate will have excellent communication skills and be highly organized. Knowledge of requirements for vessels going into and out of port is required. This position will interface with members from Operations, Supply Chain, Project Management, and Commercial teams to align on requirements needed for port operations and facility requirements.

The position is based at GLDD Headquarters, in Houston, and will report to the Director of Procurement with a dotted line to the Director of Marine Operations.

Duties and Responsibilities:
  • Independently manage all aspects of supplier relationships, including contract negotiations, delivery and quality performance, cost and inventory management, and customer satisfaction
  • Initiate and direct frequent spend analysis to identify opportunities for increasing value through cost savings and raised operational service levels
  • Evaluate opportunities for leveraging spend through interfacing with procurement leads
  • Actively drive supplier improvement activities and supplier program reviews
  • Manage purchase order execution and delivery, including placement of on-time schedule agreements, mitigation of billing adjustments/terminations and cost reduction goals
  • Manage invoice processing, allocate cost coding and verify matching to PO
  • Recommend new developments in materials and supplies
  • Foster active daily use of continuous improvement tools to improve quality, delivery, financial performance, employee engagement, and customer satisfaction
  • Liaise with counterparts in operations and projects to ensure alignment of priorities
  • Manage crewing activities including SRIV crew travel and preparation of reports regarding hiring/termination of employees
  • Coordinate fueling and docking activities for the SRIV and support vessels
  • Ensure that all ocean, air, and land transportation activities are managed and executed efficiently, in compliance with applicable federal, state, and local regulations, company standards and procedures, and meet agreed service levels
  • Verify logistics resources, systems, and processes are appropriate and fit for purpose
  • Coordinate if required, emergency response transportation activities
  • Run meetings with service providers to ensure daily activity requirements are understood and any issues are discussed and agreed
  • Participate in safety meetings with Suppliers and share learnings from incidents
  • Assess logistics risk exposure and implement mitigation actions
  • Perform regular site visits to port facilities to ensure activities are performed effectively, properly supervised, and meet HSE requirements
  • Develop and implement operational transportation policies and procedures as required
  • Manage and assess logistics performance (Material movements and supporting Field Services) and to identify & implement improvement opportunities
  • Handle special projects as assigned.
  • Primarily domestic with some international travel - 20%

Professional qualifications:
  • BS in Supply Chain Management, Operations, or Business Administration
  • 10+ years of experience in supply chain and marine logistics
  • Maritime industry experience is required
  • Must understand material transport operations
  • Ability to manage multiple stakeholder relationships
  • Understands regulations and standards for road and marine transport safety
  • Proven track record of significant cost savings through development and deployment of strategic procurement culture, policies, and procedures
  • Professional purchasing or supply chain certification is preferred
  • Experience working logistics in Europe is a plus
  • Experience working with vessels in offshore wind or oil and gas projects is a plus
  • Skilled in understanding of Incoterms
  • Proficiency in Microsoft Office applications.
  • Strong organizational and communications skills.
  • Ability to take initiative, work independently, make decisions and develop recommendations
