Now Hiring: Wastewater SCADA Supervisor

GENERAL

The Wastewater SCADA Supervisor performs skilled and semi-skilled tasks to include but not limited to calibration, maintenance and troubleshooting of instrumentation and equipment used in the collection, transportation, storage and processing of water and wastewater. Advanced programming of computerized process control equipment such as PLC's and SCADA system devices. Maintain integrity of the SCADA system, in conjunction with the SCADA Manager and Water/Field SCADA Supervisor. Administers daily tasks to SCADA technicians. Coordinates and prioritizes workload as well as special projects. Training and safety efforts are a key role for the SCADA Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Perform necessary tasks for corrective and preventive maintenance on instrumentation, electronic & electrical operating & control systems
  • Assigns workload to SCADA staff including inspections, work orders, and special projects
  • Perform personnel evaluations semi-annually and annually for assigned staff
  • Establish/maintain accurate training that is specific to the organization's needs including, but not limited to, electrical, PLC, HMI/SCADA screens and database according to instructions provided by the SCADA/Database Supervisor
  • Utilize the asset management software, CityWorks, for daily tasks and work orders as well as adding new assets, modifying existing assets, creating inspection and work order templates and establishing the schedule that the workload will be executed.
  • The following are performed with predetermined discretion of the SCADA Manager.
    1. Network maintenance including hardware and software troubleshooting and repair.
    2. Security access to facilities maintenance and modifications.
    3. Actions to mitigate failures with SCADA servers, virtual machines and licensing.
  • Works with SCADA staff to plan, install and commission new equipment and also performs these tasks independently as required.
  • Revise, troubleshoot or expand existing programs and/or software for efficiency, adaptations needed, upgrades and performance standards.
  • Solve electronic system problems by interpreting manufacturers' manuals or similar documents.
  • Diagnosing and repairing electrical, power & control systems, both low and high voltage (from 5V DC to 480V AC).
  • Stay current on technical issues related to the position.
  • Maintains calibration records for reportable measurements.
  • Produce annual rotating on-call schedule.
  • Performs work in accordance with safety policies and procedures.
  • At times, perform work in confined spaces, load, unload and transport equipment and personnel in District vehicles to a variety of work sites.
  • Perform other duties and special assignments, which may be outside the primary areas of employment.
  • Respond to emergency callouts through a rotating on call system.

DESIRED MINIMUM QUALIFICATIONS
  • High school diploma or GED equivalent is required. An AA degree or two years of electronic trade school graduate or equivalent training and/ or experience, ISA CCST Level 3 certification must be obtained in the first year of employment.
  • Four years of progressive experience in the installation and maintenance of process electronic equipment. Experience using test and calibration equipment.
  • Must possess and maintain a valid Driver's License with an acceptable motor vehicle record.

SPECIAL REQUIREMENTS

  • Able to respond in approximately 45 minutes to District Facilities while on emergency on call schedule.

  • Ability to maintain and troubleshoot control system components.
  • Ability to independently make modifications, test, and document electrical control systems.
  • Ability to read and modify electrical schematics. Basic familiarity with NEC standards.
  • Independently make advanced PLC code modifications.
  • Strong understanding of various control system components including relay logic, 4-20mA analog signal, PLC I/O modules and DC power supplies.
  • Ability to design, develop, program, install, and test process control equipment, components and/or systems.
  • Proficient with Windows Operating Systems and associated packages e.g. Excel, Word, Outlook.
  • Ability to troubleshoot computer network connectivity and hardware issues independently.
  • Intermediate understanding of virtualized systems and servers.
  • Familiarity with SCADA/HMI programming platforms (i.e., GE iFix, Allen-Bradley Panel view and Red Lion).

SUPERVISION RECEIVED

Works under the direct supervision of the SCADA Manager.

SUPERVISION EXERCISED

Exercise supervision of SCADA Technical staff as assigned. Performs personnel evaluation semi-annually and annually for assigned staff.
