The Manager, Benefits within Total Rewards is responsible for the overall design, strategy, compliance, and competitiveness of benefit plans and programs (pension, savings, health and welfare, disability, and well-being) supporting the employees, dependents, and retirees of Phillips 66. This position will lead a team of Advisors to design competitive, valued, and cost-efficient benefit plans in the U.S., U.K., Canada, and Singapore.
The Manager, Benefits provides support to the company's fiduciary committees and assists the plan administrators in appeals. This position provides guidance and assistance to the Labor Relations team in support of collective bargaining and, as needed, arbitrations. This person works with internal and external partners to benchmark the competitive position of the company's benefit plans and develop a comprehensive multi-year strategy. The Manager, Benefits works closely with senior management to obtain approval of the strategy and partners with finance to develop budget and long-range forecasts.
The Manager, Benefits is responsible for leading the evaluation, design, and implementation of plans including working with procurement in the selection of partners. These efforts encompass leading the planning, corporate approvals, communications, forecasting, etc. but not ongoing administration. For administration, this role works closely with the HR Operations team to ensure plans are being administered as expected. The Manager, Benefits represents the company both internally and externally through various projects and industry councils.
The successful candidate will be a subject matter expert on employee benefits, possess a strong financial acumen, and have excellent presentation skills. Equally important, this person must be a strong people leader capable of cultivating an experienced team of Advisors.

Responsibilities May Include:
- Evaluate and compare the competitiveness of existing company benefits with those of other employers by analyzing other plans, surveys, and other sources of information.
- Plan, develop, and/or participate in area and industry surveys. Analyze results of surveys and develop specific recommendations for review by management.
- Develop specifications for new plans or modify existing plans to maintain the company's competitive position in labor market and compliance with regulations.
- Develop cost mitigation strategies to ensure plan financial efficiency and maintain competitiveness.
- Support the company's fiduciary committees and plan administrators as needed, including review of claims and appeals.
- Prepare and execute, with legal consultation, benefits documentation, such as original and amended plan texts, benefit agreements, and insurance policies. Instruct third-party administrators to effect changes in benefits program and ensure prompt and accurate compliance with regulations.
- Assist in the development of company bargaining proposals for employee benefits and analyze union requests. Obtain and prepare cost data for company and union proposals and final settlements.
- Assure company compliance with provisions of the Employee Retirement Income Security Act (ERISA) and other applicable regulations. Supervise preparation of reports and applications required by law to be filed with federal and state agencies, such as the Internal Revenue Service, Department of Labor, SEC, insurance commissioners, and other regulatory agencies. Ensure successful audits for required financial reporting.
- Review and analyze changes to state and federal laws pertaining to benefits and report necessary or suggested changes to management.
- Lead the selection, management, and performance review of benefits consultants and vendors.
- Lead and/or participate in other HR-related projects or initiatives.
Required Qualifications:
- Legally authorized to work in the job posting country
- Bachelor's Degree or higher
- 7 or more years of experience in benefits or benefits consulting
- 5 or more years of experience in benefits strategy
- 3 or more years of supervisory experience
Preferred Qualifications:
- Accounting, Business, Finance, or Human Resources degree emphasis
- CEBS, CPA, PHR / SPHR, or other Human Resources, Benefits, or Finance/Accounting certifications
- Master's Degree (MBA, JD, etc.)
