Cost Manager (Sourcing & Procurement)

Job Responsibilities

This Singapore-based role responsible for managing procurement and contracting activities for capital projects across APAC region, ensuring timely, cost-effective, and compliant delivery aligned with project goals.
  • Ensure all procurement activities comply with Master Service Agreements (MSA), Statements of Work (SOW), Client procurement policies, and procurement requirements.
  • Manage the sourcing, purchasing, and contracting activities required in a timely, cost-effective, and compliant manner.
  • Support Contract Negotiation teams with local supplier insights, performance bond requirements, and project-specific contracting strategies using industry best practices.
  • Facilitate Request for x (RFx) events (e.g., Information, Qualifications, Proposals) for new procurement initiatives and assist with onboarding vendors as suppliers or RFx participants.
  • Oversee and report on all procurement activities, including bidding, contract management, purchase orders, and invoicing, ensuring compliance with Client policies.
  • Manage the preparation of SOWs, obtaining approvals, and raising Purchase Requisitions through to issuing Purchase Orders.
  • Ensure Certificates of Insurance are obtained before work begins and maintain proper documentation for procurement activities.
  • Collaborate with Client and PMs to address contractual issues, present sourcing strategies, and facilitate the procurement approval process.
  • Recommend risk mitigation strategies to PMs to ensure compliance with sourcing guidelines and reduce risks to Client.
  • Monitor and report non-compliance in delivery services or procurement activities.
  • Partner with Client to manage procurement of consultancy services for project execution.
  • Support ad-hoc project or procurement report requests as required.

Requirements
  • Possess a relevant Bachelor's Degree in Procurement, Business Administration, Quantity Surveying, Project Management, Construction Management or a related field.
  • Minimum 6-8 years of relevant experience in procurement, sourcing, contracting or commercial management, preferably in construction environments.
  • Experience working in regional or global roles, with knowledge of procurement practices in APAC.
  • Strong knowledge of procurement processes, including tendering, commercial and contract negotiation.
  • Hands-on experience with Ariba procurement systems for sourcing, contract management, purchase requisitions and supplier onboarding.
  • Solid understanding and experience in managing FIDIC contracts, including their application in capital projects and construction environments.
  • Understanding of Master Service Agreements (MSA), Statements of Work (SOW), and compliance with procurement policies and guidelines.
  • Proven ability to manage RFx processes (Request for Information, Qualifications, Proposals) and evaluate sourcing opportunities.
  • Knowledge of risk management, cost analysis, and compliance with insurance and legal requirements in procurement.
  • Strong organizational skills to manage multiple procurement processes and meet deadlines in a fast-paced environment.
  • Effective communication and stakeholder management skills, with the ability to collaborate across cross-functional teams and diverse regions.
  • Proactive and adaptable mindset to identify opportunities for process improvement and deliver value to the organization.
  • Flexibility to work across time zones and manage stakeholders across multiple regions.
