KBR is seeking a Government Property Specialist III. The Government Property Specialist III executes a full spectrum of government property requirements to maintain and support an approved system of record, ensuring compliance-based management of government property. This role incorporates cradle-to-grave logistics lifecycle management and requires coordination with internal and external customers to ensure mission, contractual requirements, schedules, and deliverables are achieved.
The Specialist will be responsible for managing government property accountability across multiple contracts, working within a collaborative team environment to meet customer and organizational goals. The position requires regular coordination with both contractors and government representatives to meet reporting requirements, maintain accurate and precise inventory records, and manage all property transactions within an electronic property management system. This individual will also be responsible for issuing forms, obtaining required signatures, and developing and implementing best business practices for local property management processes.

Duties and Responsibilities:
- Execute property management requirements in accordance with Federal Acquisition Regulation (FAR), DFARS, agency supplements, the Property Management System Plan, and KBR policies and procedures.
- Manage the cradle-to-grave lifecycle of Government Furnished Property (GFP) and Contractor Acquired Property (CAP) across multiple contracts, including acquisition, receiving, issuing, recording, utilization, maintenance, inventory, reporting, and disposition.
- Assign accountability of property to custodians and oversee the administration and physical control of government property.
- Maintain accurate, up-to-date, and precise inventory records within the electronic property management system (Costpoint, eQuip!, or equivalent) by receiving, issuing, and performing all property transactions to preserve a complete, traceable, and auditable record.
- Coordinate regularly with contractors, subcontractors, internal departments, and government representatives to meet reporting, compliance, and operational requirements, ensuring consistent communication and alignment on property management responsibilities.
- Process all documentation for property transactions, including disposition, lost/destroyed property, transfers, shipping (DD1149s, hand receipts), and ensure forms are issued, required signatures obtained, and documentation managed for audit readiness.
- Perform physical inventories, property audits, and reconciliation efforts, updating records and supporting discrepancy resolutions and risk assessments.
- Develop and implement best business practices and process improvements for local procedures to enhance property management operations and maintain an "Adequate" system rating.
- Support IUID labeling requirements, maintaining an IUID registry for all assets as required by contract and government regulations.
- Prepare and submit routine, monthly, special, and annual reports, as well as required government communications, accurately and on schedule.
- Assist in internal and external audits, develop risk assessments, support corrective action plans, and contribute to audit preparation efforts.
- Analyze data, identify risks, discrepancies, or trends, and recommend corrective or preventive actions.
- Ensure appropriate, secure, and compliant storage of government-owned property, track movement and location of property/materials, and actively manage excess or obsolete property disposition.
- Collaborate within a team-oriented, customer-focused environment to achieve shared goals, deliverables, and customer satisfaction, supporting strategic initiatives as needed.
- Maintain accurate, complete, and organized government property files to support audit readiness and sustain the approved property management system.
Required Qualifications:
- Undergraduate degree with 2+ years or relevant experience OR 5+ years of relevant experience in lieu of a degree.
- Proficiency with Microsoft Office 365 suite (Excel, PowerPoint, SharePoint, Teams).
- Experience with ERP systems (Costpoint, eQuip!, or equivalent) and familiarity with PIEE.
- Experience managing property accountability in military, civilian, or government settings.
- Ability to obtain and maintain a U.S. security clearance (U.S. citizenship required).
- Must be able to sustain working in a high-altitude environment (10,000 ft).
- Local candidates preferred; relocation assistance not authorized.
Preferred Qualifications:
- NPMA membership with CPPS/CPPA certification preferred.
- Working knowledge of FAR 45, FAR 52.245-1, DFARS, and related government property management requirements.
- Strong verbal, written, and interpersonal communication skills.
- Demonstrated ability to analyze and resolve complex property issues, contribute to property audits, and support risk management initiatives.

- Location: Maui, HI
- Scheduled Weekly Hours: 40 hours/week
