Position will be responsible for performing technical work in the inspection of a variety of utility facilities construction to ensure compliance with legal regulations, FPUA Standards, and construction plans/specifications. Work emphasis is upon inspecting work completed by utility contractors. Reports to Environmental Engineer within the Water Wastewater department.
(NOTE: There are also secondary functions, which the employee will be required to perform.)
Inspects all work pertaining to new and existing water and wastewater underground electric utility installations.
Operates a FPUA vehicle and is responsible for daily upkeep, vehicle inspection, scheduled maintenance of the vehicle and reporting any incidents and/or accidents immediately to the Supervisor and Safety Officer.
Responsible for enforcement of the FPUA's construction standards. Recognizes deviations to field conditions and brings them to the attention of the contractor and Project Manager.
Review contract submittals concerning materials and confirms materials delivered to the job site conform to FPUA standards and approved submittals.
Review plans and specifications for conformance to FPUA's specifications. Recommends to the Project Manager field changes that will result in cost savings or improve operational or maintenance functions.
Assist contractors and engineering personnel with plan interpretation.
Keeps daily records, which include installed quantities, field problems or changes, valve locations equipment being used, records and maintains record information on project drawings, creates punch lists, and as-built construction drawings.
Checks layout and grades on new facilities to assure that the design intent is being accomplished. This requires the use of a transit and level.
Utilize Global positioning System (GPS) equipment to determine coordinates or locations of valves, fittings and other utility features.
Performs and assists with fire hydrant flow tests.
Investigate construction-related complaints and requests received from the public and/or other departments.
Coordinates meter installations with Operations personnel to ensure proper location and elevation.
Coordinate with Operations personnel on utility shutdowns and line stops.
Coordinates and oversees testing procedures with contractors and FPUA field personnel. Keeps detailed records of testing for certification of utilities to regulatory agencies.
Coordinate with utility permitting agencies including the City of Fort Pierce, St. Lucie County, Florida Department of Transportation and North St. Lucie River Water Control District to ensure adherence to permit rules and guidelines.
Graduation from an accredited high school or possession of an acceptable equivalency diploma, preferably supplemented by college level course work in engineering related subjects. Five (5) years experience with a utility, construction company or engineering firm in construction and/or design of utilities including water and sewer. When considering new job applicants, a comparable amount of training and experience may be substituted for the minimum qualifications.
State of Florida Water Distribution Operator and/or Wastewater Collection Operator certification is desirable.
Ability to incorporate and employ on a continuous basis: initiate change, creativity, collaboration, pride and accountability.
Knowledge of the principles, methods, materials and equipment common to the construction industry as it relates to the construction of public utilities including water and wastewater.
Knowledge of applicable legal and administrative regulations pertaining to the same.
Knowledge of the basic principles of utilities engineering as they relate to Utilities construction.
Knowledge of drafting and surveying techniques pertaining to utility design and installation.
Knowledge of Florida Department of Environmental Protection (FDEP), FDOT, and local permitting agency's regulations and policies.
Knowledge and understanding in mathematics, including algebra and trigonometry.
Knowledge of current AWWA Standards and Ten State Standards for water and wastewater utility installation and testing.
Ability to receive Maintenance of Traffic (MOT) Certification by the Florida Department of Transportation (FDOT) within 6 months.
Ability to use GPS equipment for determining coordinates and locations of utilities in the field.
Ability to utilize laptop computers, tablets and Geographic Information System (GIS) maps/databases in the field for utility locations, system analysis, and data entry.
Ability to read and interpret blueprints, plans and specifications applicable to utility works construction.
Ability to understand the occupational hazards, follow standard safety precautions including adherence to FPUA's Safety Rules and utilize related safety devices associated in a utility company.
Ability to make detailed and technical inspections, and to enforce regulations.
Ability to understand, and work from oral and written instructions.
Ability to establish and maintain effective working relationships with contractors, permitting agencies, other employees and the general public.

6 through 10 years - 14 days/year (112 hrs)
11 through 15 years - 17 days/year (136 hrs)
More than 15 years - 20 days (160 hrs)
SICK: Accrual for All Regular Employees: 3.70 hours/pay period (96 hrs)
RETIREMENT PROGRAMS:
DENTAL INSURANCE - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium and 60% of the dependent premium.
VISION - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium eye care coverage for employees and a portion for their family members, including eye exams, glasses, contact lenses, etc.
LIFE INSURANCE - TERM (EMPLOYEES ONLY) - Life insurance and accidental death and dismemberment policy equal to 1x employee's annual salary. Employees may also purchase, on a voluntary basis, additional life insurance through payroll deduction in $10,000 increments up to $100,000.
LONG TERM DISABILITY - Employees out for more than 90 days due to a disabling injury or illness will receive 60% of wage, up to $4,500 per month.
