Wood (trading locally as WOOD KSS LLP) is currently recruiting for a HSSE Advisor with extensive experience in the oil and gas petrochemical industry to join our team in Atyrau 5/2, Kazakhstan (for KZ passport holders).
RESPONSIBILITIES
The HSSE Advisor is responsible for providing expert guidance and support on all Health, Safety, Security, and Environmental matters to ensure compliance with legal, corporate, and client requirements. This role drives continuous improvement in HSSE performance, mitigates business risks, and fosters a proactive safety culture across projects and operations.

RESPONSIBILITIES
The HSSE Advisor is responsible for providing expert guidance and support on all Health, Safety, Security, and Environmental matters to ensure compliance with legal, corporate, and client requirements. This role drives continuous improvement in HSSE performance, mitigates business risks, and fosters a proactive safety culture across projects and operations.
Key Accountabilities & Responsibilities:
- Develop and implement annual HSSE improvement plans aligned with company, client, and regulatory objectives
- Implement, maintain, and continuously improve the Environmental Management System (EMS) in accordance with ISO 14001
- Implement, maintain, and continuously improve the Occupational Health and Safety Management System (OHSMS) in accordance with ISO 45001
- Monitor and report on HSSE performance metrics, identifying trends and recommending corrective actions
- Lead/support incident investigations (e.g., near misses, injuries, spills) using root-cause analysis tools (e.g., 5 Whys, TapRooT) and ensure timely reporting
- Coordinate internal and external HSSE audits, tracking findings to closure
- Develop and maintain comprehensive emergency response plans specifically tailored for high-rise buildings and seismic events
- Conduct risk assessments and scenario planning for earthquake-related hazards and high-rise evacuation challenges
- Coordinate with local emergency services and building management to ensure alignment of emergency protocols
- Organize and lead regular emergency drills, including fire, evacuation, and earthquake response simulations
- Ensure all personnel are trained in high-rise evacuation procedures and earthquake safety measures
- Maintain and inspect emergency equipment such as alarms, evacuation chairs, and emergency lighting systems
- Establish clear communication protocols and chain-of-command structures for emergency situations
- Monitor and update emergency response plans based on changes in building structure, occupancy, or local regulations
- Provide post-incident support and debriefings to improve future emergency preparedness
- Act as the primary HSSE liaison for clients, contractors, and regulatory bodies, fostering collaborative relationships
- Facilitate HSSE meetings, workshops, and toolbox talks, ensuring clear communication of lessons learned and best practices
- Promote workforce engagement in HSSE initiatives (e.g., safety committees, behavioural safety programs)
- Deliver HSSE training and awareness programs tailored to project needs
- Champion a culture of safety excellence through visible leadership and recognition programs.
- Provide HSSE input and expertise during the preparation of technical and commercial proposals
- Develop and review HSSE sections of bid documents, ensuring alignment with client requirements and company standards
- Maintain a library of HSSE proposal content, certifications, and performance data for efficient reuse in future bids
QUALIFICATIONS
- Occupational Health & Safety Diploma/bachelor's degree, NEBOSH General Certificate (or equivalent) as a minimum
- Minimum of 8+ years of sustainable experience in an HSSE role within high-risk industries (e.g., oil/gas, construction, manufacturing)
- Good knowledge of Kazakhstan Law and Legislation related to HSSE
- Strong statistical & analytical skills for risk assessments (e.g., HAZID, JSA)
- Advanced MS Office (Excel, PowerPoint) Power BI
- Professional membership (e.g., IOSH, or equivalent)
- Auditor certifications (ISO 45001/14001)

- Communication: Articulate in written/verbal formats; adept at delivering impactful presentations
- Problem-Solving: Proactive mindset with a focus on data-driven solutions
