JOB DESCRIPTION

MAJOR RESPONSIBILITIES:

  1. Prioritize and respond to procurement requests from internal stakeholders, ensuring timely processing and alignment with assigned commodity categories.
  2. Evaluate and select suppliers based on established departmental guidelines, vendor capabilities, and market knowledge to secure the best value.
  3. Place orders with suppliers offering the most competitive pricing and favorable terms, while meeting scheduling requirements. Track orders from placement through receipt and acceptance.
  4. Conduct annual competitive bidding for all assigned commodity categories and monitor for price changes to maintain costs at or below standard levels.
  5. Analyze cost trends through industry research, publications, and participation in professional organizations to stay informed on market dynamics and commodity pricing.
  6. Collaborate with the Purchasing Manager, production, inventory management, engineering, and sales teams to develop strategic buying plans that leverage market conditions and align with business needs.
  7. Perform other work-related tasks as assigned by management.
  8. Ensure compliance with all NOV Company and HSE procedures and policies.


SCOPE OF RESPONSIBILITES

The Buyer is expected to exercise discretion in dealing with suppliers and with all departments and individuals and with all departments and individuals doing business with the Purchasing Department.

The Buyer must budget his/her time to balance hours available against demands from various sources and individuals. This includes determining the sequence of handling requests in keeping with the overall requirements of the company.

An attitude of service is essential to generate and maintain an atmosphere of cooperation and respect between departments, while at the same time making certain that supplies come in right, on time, and at the best price.

The Buyer actively participates in an ongoing developmental program to improve skills in vendor evaluation, contract negotiation, cost analysis, communications, market trends, and the legal aspects of purchasing.

The Buyer must represent NOV Tuboscope in a professional and ethical manner in dealing with suppliers or other departmental personnel.

REQUIREMENTS:

Requirements for the Procurement Specialist position include a demonstrated understanding of purchasing activities, such as sourcing, negotiation, and contract management. Proficient computer skills and experience with relevant procurement software and systems are essential. Excellent communication skills, both written and verbal, are required to effectively interact with internal stakeholders and external suppliers. The successful applicant must have a strong drive and willingness to learn and adhere to the company's policies and procedures, ensuring they are properly relayed to division locations. The ability to accept and adapt to additional responsibilities as required by the organization is also necessary. An analytical mindset and problem-solving skills to optimize procurement processes and identify cost-saving opportunities are highly desirable. A collaborative approach and the ability to work cross-functionally with teams across the organization are also important. Finally, the Procurement Specialist must be committed to maintaining the highest standards of professionalism and ethics when representing.
